Village Board Minutes November 19, 2025 (34) A public hearing and regular meeting of the Village Board were held November 19, 2025 at 6:00 PM in the Firehouse, 16 Saratoga Ave. Mayor Miller called the meeting to order & led the Pledge of Allegiance. Roll Call: Trustee Bedell, Trustee Clark, Trustee Kirchhoff &Trustee Stollery were present. A public hearing as published in The Post Star on November 13, 2025 was held at 6:00 PM to consider Local Law 5 of 2025 amendments to Chapter 467 Vehicles and Traffic repealing certain sections and renumbering the remaining sections. Mayor Miller stated Local Law 5 repeals all schedules of regulations regarding parking and traffic devices to allow the Board to amend said schedules by resolution instead of Local Law. PUBLIC COMMENTS, QUESTIONS & CONCERNS Jim Murray, Center St, spoke in favor of the proposed law. With no further comment from the public Mayor Miller closed the public hearing at 6:01 PM. Nicole M. regular meeting as typed. CORRESPONDENCE Allison Burke, Barbara MacDonald Dr, wrote the Board requesting consideration of installing veteran banners on Village streets. Mayor Miller shared information he gathered from other municipalities that have veteran banner programs and the Board was in favor of initiating a program. Supt Lozier stated the banner brackets the DPW uses for the winter holiday banners can be used to display the veteran’s banners. The Board discussed partnering with a nonprofit such as the American Legion to handle forms and purchase of the banners through donor payment. Clerk-Treas Colson will provide the Board and Atty Buettner with samples of application forms other municipalities use and Mayor Miller will make inquiries about individuals or organizations willing to run the program. PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS ONLY) Jim Murray, Center St, spoke in favor of the veteran banner program and suggested the Board place the banner orders to ensure uniformity. Jason Petrovitch, Pine St, suggested the Village retain authority to decide when banners are too damaged to continue being displayed. DEPARTMENT REPORTS CLERK-TREASURER – Clerk-Treas Colson was present, report for 11/19/2025 read & filed. Motion by Trustee Bedell,
seconded by Trustee Clark, approved payment of abstract #11 in the amount of:
Payroll $44,455.48 (#0490-0491); General $174,474.03 ( #0492-0518; 0526-0531);
Water $17,493.32 (#0519-0520; 0526-0530); and Sewer $22,862.58 (#0521-0529;
0531). Resolution #35 approved, budget transfers. Clerk-Treas Colson notified the Board that Qualified Overtime Reporting is not required to be filed with the IRS as 2025 is a “transition” year. Harris Local Government Software is working on a report to provide employees with their information and new W-2 forms will be available for 2026. FIRE DEPARTMENT – Chief Granger was present. DPW/WATER/WWTP – Supt Lozier was present. Holiday banners and lights have been installed on Village properties. Mayor Miller requested the DPW illuminate the sidewalk on the Beach for the tree lighting ceremony Dec 6. BUILDING INSPECTOR – Insp Hepner was present, report for 11/19/2025 read & filed. OLD BUSINESS – none. NEW BUSINESS Resolution #36 approved, designation of Village Board as Lead Agency for SEQRA, negative declaration of no significant environmental impact and adoption of Local Law 5 of 2025 amending and renumbering Chapter 467 of the “Vehicle & Traffic” Code. The Board discussed recent updates to the County Hazard Mitigation Plan. No significant changes were made. Resolution #37 approved, adoption of the Saratoga County Hazard Mitigation Action Plan Update 2025. The Board considered a proposal for Volunteer Firefighter Cancer Insurance with options for the minimum coverage required by State law and an option for enhanced coverage that includes additional types of cancer. Coverage for Volunteer Firefighters through Hartford Life & Accident
Insurance Company; $8503.85. The Board considered a request from Chief Granger to purchase two front tires for R-214 and eight rear tires for ETA-216, current tires exceed the life cycle recommended by the NFPA. The tires can be used on dump trucks at the DPW. Motion by Trustee Bedell,
seconded by Trustee Stollery, approved purchase of ten tires from Warren Tire
on NYS Contract; $5,651.36 The Board discussed updates to the accident & injury forms used internally by the Village. The Board implemented a policy that requires any accident or injury be reported to the full Board of Trustees and Clerk-Treasurer within two hours of occurrence. Draft forms will be created for Board review at the 12/3 meeting. PUBLIC COMMENTS, QUESTIONS & CONCERNS Jennifer Kietzman, Pine St, recommended the Board investigate NYS Open Space Conservation grants which assist in purchasing land for open spaces and community gardens. Applications are due Feb 18, 2026. Ms. Kietzmansuggested the purchase of property adjacent tothe Reservoir Property to create mountain biking trails and the purchase of vacant lots on Main St for a park. Jim Murray, Center St, inquired about installing speed cameras in school zones as Albany has done. Trustee Bedell stated he is working with Atty Buettner to explore the possibility. BOARD COMMENTS, QUESTIONS & CONCERNS The Board discussed the former police department building and asked Atty Buettner to get quotes for an appraisal. Trustee Bedell requested Chief Granger notify the Board of firefighter resignations. Trustee Stollery commented on the removal of dead trees by the river opening up the view. Mayor Miller detailed Hometown Christmas activities December 6th including the parade at 2PM, visit with Santa at the EMS building at 3:30, 5PM tree lighting and 6:30 fireworks from the bridge. The mayor also inquired about a dead tree on private property, Atty Buettner stated the Village cannot require a property owner remove a tree, but can trim anything hanging on Village property. Mayor Miller received an update on proposed changes to water/sewer billing he requested and plans at Pagenstecher Park to restrict vehicle access in the winter while continuing to allow pedestrian access. Mayor Miller reminded the Board of a NYCOMEthics training session at Glens Falls City Hall at 6:30 PM, December 2nd. ADJOURNMENT Motion by Trustee Bedell,
