Village Board Minutes October 15, 2025 (27) A regular meeting of the Village Board was held October 15, 2025 at 6:00 PM in the Firehouse, 16 Saratoga Ave. Mayor Miller called the meeting to order & led the Pledge of Allegiance. Roll Call: Trustee Bedell, Trustee Clark, Trustee Kirchhoff & Trustee Stollery were present. Motion by Trustee Bedell,
seconded by Trustee Stollery, approved minutes of September 17, 2025 regular
meeting and October 1, 2025 public hearing & regular meeting as typed. CORRESPONDENCE Nancy Smith, Dunn Ave, wrote the Board regarding potholes in the roadway on Dunn Ave. Mayor Miller stated he had reviewed the material, a Trustee has visited the location, and the problem will be remediated. PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS ONLY) John Tangora, Wall St, suggested ways the Board could fund an increased Special Protection Contract with Saratoga County Sheriff’s Dept including dissolving the Fire Department in favor of a Fire District and cutting staff at the Village Hall. Mr. Tangora also suggested billing water/sewer overages in the final billing quarter instead of quarterly to decrease overage charges for those that only go over the allotted gallons one or two quarters. Trustee Bedell expressed interest in billing overages in the final quarter. Mayor Miler stated the water and sewer laws would need to be amended & Clerk-Treas Colson stated the current billing software may not be able to accommodate the approach. DEPARTMENT REPORTS CLERK-TREASURER – Clerk-Treas Colson was present, report for 10/15/2025 read & filed. Motion by Trustee Clark,
seconded by Trustee Bedell, approved payment of abstract #9 in the amount of:
Payroll $45,308.73 ( #0366); General $42,907.41 ( #0367-0387; 0396-0400); Water
$3,941.39 (#0388-0390; 0397-0398; 0400);
Sewer $354,727.11 (#0391-0393; 0396-0398; 0400); and Capital Projects
$115,914.00 ( #0394-0395). Clerk-Treas Colson informed the Board FOIL requests from Harding Mazzotti; re: 231 Main St, Unit 4 inspections, and Lexis Nexis; re: fire report 110 Miner Rd. have been completed. FIRE DEPARTMENT – Chief Granger was present. DPW/WATER/WWTP – Supt Lozier was present. All docks have been removed from the river. Leaf and brush pick-up continues. Seventh Street sidewalk is being replaced. BUILDING INSPECTOR – Insp Hepner was present, report for 10/15/2025 read & filed. OLD BUSINESS – none. NEW BUSINESS Mayor Miller gave the public an update on the pending application to the NY Forward Grant program. The Town’s grant writer, Sean Kirby, has recommended the application be submitted solely by the Village and is preparing a letter of intent to apply. Pro-Housing certification documentation is being prepared, and the committee members will be meeting with local merchants to discuss their possible participation. Mayor Miller has received quotes for amending the current Special Protection contract with Saratoga County Sheriff’s Department. Adding an additional day of coverage for an eight-hour shift would be approximately $200,000 and two shits per day, seven days per week would cost approximately $400,000. The Board will be evaluating the proposals to determine if more coverage would help remediate current issues. Trustee Clark plans to have a quote from eCLIPSE Network Solutions by the next meeting for surveillance cameras. eCLIPSE is on NY State contract for Saratoga County. Motion by Trustee
Kirchhoff, seconded by Trustee Stollery, approved purchase of five sets of
turnout gear from Garrison as sole source provider; $25,659. Resolution #32 approved, resignation of James Robbins from the Planning Board. With the resignation of James Robbins there are two vacant seats on the Planning Board as well as a need for an alternate member. Motion by Trustee Bedell,
seconded by Trustee Clark, approved publication in The Post Star of
Notice of General Election to be held Wednesday, March 18, 2026. Supt Lozier stated hydrant flushing will take place November 3 through November 7. PUBLIC COMMENTS, QUESTIONS & CONCERNS Jennifer Kietzman, Pine St, stated there were reports of a person camping in a tent between the Nepal Curry House and former Commissary parking lot. Mayor Miller will notify the Sheriff Department. Ms. Kietzman spoke of a recent School Board meeting to discuss property tax exemptions for Volunteer Firefighters and asked if the Village was considering exemptions. The Village is currently in communication with the Town Assessor to determine which exemptions require Village Board resolutions. Ms. Kietzman also mentioned Grennfield’s business development program. Clerk-Treas Colson explained the HUD requirements of the current Village Revolving Loan Fund and potential for defederalizing the funds. Jason Petrovitch, Pine St, questioned installation of cameras and increased special police protection. Mayor Miller mentioned the Albany school traffic violation cameras and using cameras as tools. Louise Kirkpatrick, Dunn Ave, had questions regarding the school’s consideration of exemptions. Jim Murray, Center St, spoke in support of property tax exemptions for first responders and his support for increasing the Special Protection Contract. BOARD COMMENTS, QUESTIONS & CONCERNS Mayor Miller stated the Sheriff’s Department reported 43% of calls occur between 4PM and midnight with most others being during the day shift. Calls in 2025 are about the same in number from 2024 with a 23% increase in arrests. The mayor stated the Board will be using this data to determine coverage needs.Mayor Miller discussed children riding motorized vehicles such as gas-powered bicycles. Atty Shapiro stated citations must be issued and prosecuted in court for traffic & vehicle violations to hold guardians responsible for the youth activity. Mayor Miller also requested Clerk-Treas Colson post on the web about the requirement to remove trash and recycling toters by the evening of collection. The Board discussed work being done on the NY Forward grant and potentially hiring a grant writer. Trustee Bedell announced he will be running for reelection in the March election.
