Village Board Minutes

October 1, 2025 (25)

A public hearing and regular meeting of the Village Board were held October 1, 2025 at 6:00 PM in the Firehouse, 16 Saratoga Ave.

Mayor Miller called the meeting to order & led the Pledge of Allegiance.

Roll Call: Trustee Bedell, Trustee Clark, Trustee Kirchhoff & Trustee Stollery were present.

A public hearing as published in The Post Star on September 20, 2025 was held at 6:00 PM for public input on the application for 2025 Community Development Block Grant funding for the Heath St/Hill Ave project.  Mayor Miller explained the project would rebuild Heath St & Hill Ave relining sewer pipes, upgrade storm water infrastructure and replacing water lines.

PUBLIC COMMENTS, QUESTIONS & CONCERNS – none.

With no further comment from the public Mayor Miller closed the public hearing at 6:02 PM.

A regular meeting of the Village Board was held at 6:02 PM in the Firehouse, 16 Saratoga Ave.

Minutes of the September 17, 2025 were not available, approval was tabled.

CORRESPONDENCE – none.

PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS ONLY) – none.

DEPARTMENT REPORTS

CLERK-TREASURER – Clerk-Treas Colson was present, report for 10/1/2025 read & filed.

Motion by Trustee Bedell, seconded by Trustee Clark, approved payment of abstract #8 in the amount of:             Payroll $45,007.77 (#0324-0325); General $91,623.21 ( #0326-0354; 0360-0365); Water $2,829.20 (#0353; 0355; 0361-0365); Sewer $5,080.45 (#0327; 0356-0365)
Carried – 4 – 0

Resolution #29 approved, budget transfer.

FIRE DEPARTMENT – Chief Granger was present, report for September 2025 read & filed.

The Board commended the Fire Department for their hard work over a busy month.

DPW/WATER/WWTP – Supt Lozier was present, report for September 2025 read & filed.

Supt Lozier stated J. Mark Broekhuizen has passed the 1A operator exam to become a certified Assistant Wastewater Operator resulting in two certified assistants at the plant.

Mayor Miller requested Supt Lozier supply keys to the WWTP gate to the Board members.

BUILDING INSPECTOR – Insp Hepner was present, report for 10/1/2025 read & filed.

OLD BUSINESS

The Board discussed the draft application for bench and commemorative plaque donation.   Consensus was to set a fee of $800 to cover the cost of the bench construction and plaque.  Applications are to be approved by the Mayor, DPW Superintendent and Clerk.

Resolution #30 approved, bench donation form and fee of $800.

NEW BUSINESS

 

Motion by Trustee Stollery, seconded by Trustee Kirchhoff, approved reimbursement of $250 in “Shop Local” radio ads to the Corinth Merchants Association.
Carried – 4 – 0

Mayor Miller stated he and Trustee Clark met with Supervisor Butler and a Councilman to negotiate the 2026 Fire Protection contract and agreed to a proposed $450,000 price.

Resolution #31 approved, authorize mayoral signature on the 2026 Town Fire Protection contract for $450,000.
Trustee Bedell – no; Trustee Clark – aye; Trustee Kirchhoff – aye; Trustee Stollery – aye

Motion by Trustee Bedell, seconded by Trustee Kirchhoff, approved increase of $808.70 to purchase of firehose from NY Fire Equipment authorized 2/3/2025 to cover tariff charges and cost of one additional length of hose.
Carried – 4 – 0

PUBLIC COMMENTS, QUESTIONS & CONCERNS

Jason Petrovitch, Pine St, asked if the Board can deny wording on a commemorative bench plaque if it is offensive.  Atty Buettner stated the Board can deny the approval of the bench but not deny the wording if the bench is approved.

BOARD COMMENTS, QUESTIONS & CONCERNS

Trustee Bedell stated he voted against the Fire Protection contract because he does not feel the Town is paying a fair share of the true cost of fire protection in the Town.  Trustee Bedell stated the Village taxpayers are unfairly subsidizing the Town fire protection.

Trustee Clark stated he is meeting with a vendor to discuss surveillance cameras for the Village.

Mayor Miller stated Town grant writer Sean Kirby is preparing a letter of intent for the Village to submit for the Downtown Revitalization Grant.  Clerk-Treas Colson stated she has partially completed the required documentation for the Village to receive Pro-Housing Certification from the State.  Mayor Miller also asked Clerk-Treas Colson what the additional cost of the 24/7 Sheriff Protection Contract quote would cost the taxpayers.  Using the assessment numbers and budget used for 2025/2026 the 24/7 contract would have increased the current tax rate by an additional $1.53 per thousand.  The mayor stated the Board is reviewing the proposed Vehicle & Traffic Law amendmentsand Employee Handbook.  Mayor Miller also encouraged Village residents to report juvenile criminal activity to the Sheriff’s Department.
