Village Board Minutes July 2, 2025 (8) A regular meeting of the Village Board was held July 2, 2025 at 6:00 PM in the Firehouse, 16 Saratoga Ave. Mayor Miller called the meeting to order & led the Pledge of Allegiance. Roll Call: Trustee Bedell, Trustee Clark, Trustee Kirchhoff & Trustee Stollery were present. Motion by Trustee Bedell,
seconded by Trustee Kirchhoff, approved minutes of June 18, 2025 public hearing
& regular meeting as typed. CORRESPONDENCE – none. PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS ONLY) Jim Murray, Center St, requested details of the coverage in the proposed Sheriff’sSpecial Protection contract. Proposed coverage is for 8 hours per day six days per week. Mr. Murray reiterated his request for employing local law enforcement and stated response times of the Sheriff’s Department sometimes ran 30-45 minutes. Jason Petrovitch, Pine St, asked if the Board would be considering traffic cameras in addition to the proposed surveillance cameras. The mayor stated many options are being considered. DEPARTMENT REPORTS CLERK-TREASURER – Clerk-Treas Colson was present, report for 7/2/2025 read & filed. Motion by Trustee Bedell,
seconded by Trustee Clark, approved payment of abstract #2 in the amount of:
Payroll $47,527.82 (#0037); General $77,281.70 (#0038-0066; 0078-0083);
Water$7,628.22 (#0067-0071; 0075; 0079-0081; 0083); Sewer $6,360.61
(#0072-0075; 0078-0082); and Capital Project$2,637.34 (#0076-0077). The Comptroller’s office released the Fiscal Stress scores for 2024. The Village is maintaining a “No Designation” rating for both Fiscal and Environmental stress, the best rating under the Comptroller’s system. Clerk-Treas Colson also stated RISE won a grievance with the Town regarding their assessment. Assessment has been reduced to $3,621,000. This resulted in a reduction in Village tax of $34,269.47 for 2025/2026. Mayor Miller has discussed the lack of notification received by the Village with Supervisor Butler. FIRE DEPARTMENT – Chief Granger was present, report for June 2025 read & filed. Mayor Miller questioned how pool fills are handled by the Fire Department. Chief Granger stated the owner is charged a $100 fee by the Association for the fill and the Village charges the Association per gallon for the water. DPW/WATER/WWTP – Supt Lozier was present, report for June 2025 read & filed. Supt Lozier informed the Board that 2 Butler Drive in the Town Water District has bypassed the water meter. Mayor Miller will follow up with the Town. Supt Lozier asked the Board if the DPW should continue removing the graffiti under the County bridge. Mayor Miller instructed him not to unless he is directed to by the Board, he will address the issue with the County. Supt Lozier & the Board also discussed plans to repave William St and the potential water line for a property being developed. The Board advised Supt Lozier not to tap the water line until a project was approved.The DPW has collected abandoned furniture and trash from the medians in advance of the parade, future violations will be brought to Insp Hepner’s attention for Code enforcement. BUILDING INSPECTOR – Insp Hepner was present, report for 7/2/2025 read & filed. OLD BUSINESS – none. NEW BUSINESS Resolution #11 approved, approval of Dominick Ruggiero as member of the Corinth Volunteer Fire Department. Resolution #12 approved, authorize
mayoral signature on Special Protection contract with the Saratoga County
Sheriff’s Department for $170,360.07 for a term June 1, 2025 – May 31, 2026 for
dedicated coverage eight (8) hours per day six (6) days per week. Motion by Trustee Stollery,
seconded by Trustee Clark, approved use of the Village Beach for the Class of
2027 Duck Race on August 23, 2025 with signed hold harmless agreement and
insurance certificate. Motion by Trustee Bedell,
seconded by Trustee Clark, approved waiving vendor permit fees for Class of
2027 to sell water and glo-sticks at the Village Beach July 5, 2025. The Board discussed an estimate of $30,000for surveillance camera installation at several Village ownedproperties. Trustee Clark & Mayor Miller will develop specifications to be used to solicit sealed bids for the equipment and installation on Village grounds. PUBLIC COMMENTS, QUESTIONS & CONCERNS Jennifer Kietzman, Pine St, asked if the proposed cameras would be protected to prevent vandalism. Trustee Clark stated the height of installation would deter vandalism. Ms. Kietzman also asked for permission to gather information for a potential bioblitz on the reservoir property next summer to identify plants and animals in the area and raise awareness. The study could result in development of educational materials and potential grant opportunities. The Board agreed to review information she gathers. Jim Murray, Center St, suggested the Board budget each year for upgrade & expansion of any camera system installed in the Village. Jason Petrovitch, Pine St, inquired about the status of new signage at the Reservoir property. Mayor Miller stated The Sign Studio has been engaged to create new signage. BOARD COMMENTS, QUESTIONS & CONCERNS Mayor Miller stated the Sheriff’s report for June showed an increase in calls on the 4PM – 12PM shift and stated the deputies were focusing more on juvenile crime that traffic control. The mayor spoke of recent incidents of youth misbehavior and vandalism in the Village and requested DPW install larger “no swimming” signage. Mayor Miller also gave an update on the progression of the DRI grant application being developed and stated he and other interested Board members would be participating in a cruise on Saratoga Lake with Hal Raven to explore the logistics of River cruises from the Village dock. Trustee Clark requested an executive session to discuss the employment history and possible discipline of a particular employee and requested Supt Lozier attend the session. EXECUTIVE SESSION Motion by Trustee Bedell,
seconded by Trustee Stollery, that Board adjourn to executive session as
requested by Trustee Clark above, 6:57 PM. At 7:06 PM the Board reconvened with no action taken in executive session. ADJOURNMENT Motion by Mayor Miller,
