Village Board Minutes

June 4, 2025 (1)

A regular meeting of the Village Board was held June 4, 2025 at 6:00 PM in the Firehouse, 16 Saratoga Ave.

Mayor Miller called the meeting to order & led the Pledge of Allegiance.

Roll Call: Trustee Bedell, Trustee Clark & Trustee Stollery were present.  Trustee Kirchhoff was excused.

Motion by Trustee Clark, seconded by Trustee Bedell, approved minutes of May 21, 2025 public hearing & regular meeting as typed.
Carried – 3 – 0

PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS ONLY) – none.

DEPARTMENT REPORTS

CLERK-TREASURER – Clerk-Treas Colson was present, report for 6/4/2025 read & filed.

Motion by Trustee Bedell, seconded by Trustee Stollery, approved payment of abstract #24 in the amount of: Payroll $49,932.06 (#0001); General $54,209.21 (#1157-1182; 1193-1201); Water $6,193.06 (#1183; 1194-1195; 1197); and Sewer $ 25,669.33 (#1182; 1184-1194; 1197; 1201-1202).
Carried – 3 – 0

Clerk-Treas Colson explained there has been an issue with the State’s processing of the Village tax roll which left some exemptions off the final roll.  The State is working to resolve the issue& final numbers are not currently available, therefore the Tax Warrant will not be presented for Board approval until the levy amount is corrected.

FIRE DEPARTMENT – Chief Granger was present, report for May 2025 read & filed.

DPW/WATER/WWTP – Supt Lozier was present, report for May 2025 read & filed.

The electrical service at Pagenstecher Park is being replaced, Steve Denton of Curtis Palmer is assisting the Village with the installation.

Mayor Miller stated The Sign Studio is making a new Pitkin Park sign that can be sanded as needed.

BUILDING INSPECTOR – Insp Hepner was present, report for 6/4/2025 read & filed.

Insp Hepner stated the laundromat on Main St is scheduled to open this weekend with updated equipment.

OLD BUSINESS

The Board discussed the Image Committee’s request to have music events in Pagenstecher Park July & August.  The Board decided to approve the request and provide trash cans if the Town grounds crew empties the trash on Friday morning.  The Park Attendant on duty will have the option of staying the additional hour for the event or asking the Image Committee to lock up the bathrooms after the event.

Motion by Trustee Bedell, seconded by Trustee Stollery, approved the Image Committee event permit for music events in Pagenstecher Park7/17, 7/31, 8/14 and 8/28 from 5PM – 8PM with conditions above and all vendors to apply for a vendor’s permit and furnish applicable DOH documentation.

NEW BUSINESS

Resolution #1 approved, hiring of Kaden Wright as part-time seasonal DPW employee as of 6/23/2025; $18.50/hour.

Resolution #2 approved, hiring of William Potter as part-time Park Attendant at $18.50 per hour.

Resolution #3 approved, authorize mayor to apply for a 2025 Community Development Block Grant (CDBG) for reconstruction of Heath St & Hill Avenue.

Resolution #4 approved, designating Nicole M. Colson, Clerk-Treasurer as Certifying Officer for the purpose of CFA #149109 CDBG application.

Resolution #5 approved, sick-time buy-out of 96 hours for Clifford Jensen, Assistant DPW Superintendent.

Supt Lozier supplied two quotes for a hydraulic claw and parts from Milton Cat $3,450 and Monroe Tractor $3,502.16.  A third quote was not available from a vendor.

Motion by Trustee Clark, seconded by Trustee Bedell, approved purchase of hydraulic claw and parts from Milton Cat for $3,450.

Motion by Trustee Bedell, seconded by Trustee Stollery, approved Fireman’s Association Coin Drop to be held July 25 – 27.

The Board discussed contracts with the Fire Police to provide traffic control for the Independence Day & Hometown Christmas celebrations for fireworks to be launched from the bridge.  Timesheets will be submitted to the Fire Chief from each individual for approval before submission to the Clerk-Treasurer for payment.

Motion by Trustee Bedell, seconded by Trustee Stollery, approved mayoral signature on a contract with Fire Police to provide traffic control 7/5/2025 and 12/6/2025 for firework displays at $23 per hour.

PUBLIC COMMENTS, QUESTIONS & CONCERNS

Jim Murray, Center St, asked if the Beach will be open; four lifeguards are returning & the Beach is scheduled to open June 20.

BOARD COMMENTS, QUESTIONS & CONCERNS

Trustee Stollery asked Insp Hepner if the former Jack’s Place on Main St was condemned.  Insp Hepner replied it was in the past, but violations were remedied.

Mayor Miller summarized the most recent Sheriff’s Report with calls for the 4-12PM shift being up 2% from May 2024; traffic violations down 34% and arrests remaining the same as 2024.  Mayor Miller also stated The Sign Studio was preparing signs for the Reservoir Trails to be paid from the 2024 County Trails Grant.  2025 Trails Grants are also available.  The Grant Steering Committee is meeting with State representatives and will be working with the Town grant writer for an application due in October.  The mayor is taking a cruise on Saratoga Lake with Hal Raven’s boat company to discuss logistics of possible offering river cruises from the Village dock.
