Village Board Minutes

March 17, 2025 (55)

A regular meeting of the Village Board was held March 17,2025 at 6:30 PM in the Firehouse, 16 Saratoga Ave.

Mayor Miller called the meeting to order & led the Pledge of Allegiance.

Roll Call: Trustee Clark & Trustee Kirchhoff were present.  Trustee Stollery was excused & Trustee Bedell was absent.

Motion by Trustee Clark, seconded by Trustee Kirchhoff, approved minutes of March 3, 2025 regular minutes as typed.
Carried – 3 – 0

CORRESPONDENCE

Donna Briner, Corinth Little League, requested permission to hold the Little League Opening Day parade in the Village April 26, 2025.

Motion by Trustee Clark, seconded by Trustee Kirchhoff, approved Little League Opening Day Parade April 26 upon receipt of a signed a hold harmless agreement and insurance certificate.
Carried – 3 – 0

Wade Petteys, owner of 414 Palmer Ave, requested reimbursement of charges for a plugged sewer line caused by offset piping.  Supt Lozier stated John Kubricky & Sons Construction has been notified and will be reimbursing Mr. Petteys and fixing the piping.

Kristin Lyng, Class of 2026 Parent Group, requested to have the firehouse rental fee waived for a fundraiser April 13th to raise funds for an after-prom event.

Motion by Trustee Clark, seconded by Trustee Kirchhoff, approved waiving the firehouse rental fee for the Class of 2026 Parent Group fundraiser on April 13, 2025 with all other reservation requirements met.
Carried – 3 – 0

PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS ONLY) – none.

DEPARTMENT REPORTS

CLERK-TREASURER – Clerk-Treas Colson was present, report for 3/17/2025 read & filed.

Motion by Trustee Kirchhoff, seconded by Trustee Clark, approved payment of abstract #19 in the amount of Payroll $41665.00 (#0854); General $122,075.05 (#0855-0895; 0907-0911); Water $6,687.61 (#0895-0900; 0907-0911); Sewer $ 9,656.25 (#0893; 0895; 0901-0905; 0907-0911); and Capital Projects $2,531.97 ( #0906).
Carried – 3 – 0

Clerk-Treas Colson reminded the Board of the next budget workshop on Wednesday, March 26th at 6:00 PM in the Village Hall and requested they schedule the public hearing on the budget for April 7, 2025.

Motion by Trustee Clark, seconded by Trustee Kirchhoff, authorized publication in The Post Star of a public hearing on the proposed 2025/2026 budget to be held Monday, April 7, 2025 at 6:30 PM in the Firehouse.

FIRE DEPARTMENT – Asst Chief Granger was present.

DPW/WATER/WWTP – Supt Lozier was present.

Supt Lozier stated removal of some trees at the Beach and Pagenstecher Park will begin next week.

BUILDING INSPECTOR – Insp Hepner was present, report for 3/17/2025 read & filed.

OLD BUSINESS

Mayor Miller stated the Community of Churches was not willing to sign the contract allowing the Village DPW to make food pick-ups on their behalf.  Atty Buettner stated without a signed agreement the Village holds full liability as it is not a municipal function.  The Board consensus was that it was a benefit to the community & the DPW will continue to make the pick-ups. 

NEW BUSINESS

Head Operator Holmes has provided two quotes for replacement filters for the water treatment plant: Filtersource $12,792.32 and Koester $13,785.40.  Annual replacement of the filters is mandated by DOH.

Motion by Trustee Kirchhoff, seconded by Trustee Clark, approved purchase of filters from Filtersource for $12,796.32.
Carried – 3 – 0

Supt Lozier presented three quotes for the purchase of a plow for the WWTP truck: Legacy (Boss 8’2” plow) $7,595.00; Dejana (Western 8’5” plow) $8,985.00; Dejana (Fisher 8’5” plow) $9,110.00.

Motion by Trustee Kirchhoff, seconded by Trustee Clark, approved purchase of a 8’2” Boss plow from Legacy for $7,595.00.
Carried – 3 – 0

Mayor Miller requested ratification of the CSEA Bargaining Agreement be tabled until after an executive session.

PUBLIC COMMENTS, QUESTIONS & CONCERNS

Jim Murray, Center St, mentioned problems with some children in the Village which he will discuss with the Mayor privately and requested the Sheriff increase patrols around the schools.  Mr. Murray also inquired about County transportation to the Veteran’s Hospital, Trustee Clark suggested he speak to Megan in the County’s Veteran’s Office for help arranging transportation.

Jennifer Michelle, Healthy Corinth Coalition, stated the Town Board is also favor of moving forward with planning regarding the transit study and it may fit into the Village’s potential revitalization grant.  Mayor Miller stated the grant steering committee was having a public meeting April 23 at the Firehouse.

Jennifer Kietzman, Pine St, asked if a notice regarding the Special Election March 18 would be posted on Facebook; it will.

BOARD COMMENTS, QUESTIONS & CONCERNS

Mayor Miller stated it has been determined the solar panel repairs at the Firehouse are the solar company’s responsibility & that paying fire police for mileage is legal.

EXECUTIVE SESSION

Motion by Trustee Kirchhoff, seconded by Trustee Clark, requested adjournment to executive session at the request of Mayor Miller to discuss collective bargaining negotiations pursuant to the Taylor Law, 6:55 PM.
Carried – 3 – 0

At 7:11 PM the Board reconvened with no action taken in executive session.

Resolution #53 approved, acceptance of terms of the Memorandum of Agreement with the CSEA and authorize the mayor to execute the Collective Bargaining Agreement.

ADJOURNMENT

Motion by Trustee Kirchhoff, seconded by Trustee Clark, that Board adjourn, 7:12 PM.
