Village Board Minutes

March 12, 2025 (54)

A special meeting of the Village Board, budget workshop, was held March 12, 2025 at 6:00 PM in the Village Hall, 244 Main St.

Mayor Miller called the meeting to order.

Roll Call: Trustee Bedell, Trustee Clark, Trustee Kirchhoff & Trustee Stollery were present.

NEW BUSINESS

Supt Lozier was present & presented his 2025/2026 budget requests to the Board.  Projects proposed include base and blacktop replacement of William St and Westview Dr, storm sewer repairs on Lemont Ave and Hamilton Ave, and sewer distribution work installing and replacing manholes and piping.  Equipment purchases proposed include a striping paint machine estimated at $6,000 and a sidewalk plow estimated at $180,000.  No reserve contribution was requested in order to offset the cost of the equipment.

Supt Lozier reviewed budgets for the water & sewer funds for the Board with no significant changes other than a reduction in WWTP chemicals and an increase in debt service due to the completion of the Palmer Ave project.

At 6:51 PM Supt Lozier was excused.

Asst Fire Chief Granger arrived at 6:52 PM to present his 2025/2026 budget requests.Asst Chief Granger discussed several maintenance items and repairs needed at the Firehouse including milling and replacing the front and rear door aprons, bay door repairs, and renovation of the last bay for a decontamination room.  Planned equipment purchases include updating the hydraulic ram, a rescue litter for backwoods rescues, and an underwater drone for the scuba team.

Asst Chief Granger requested a $275,000 contribution to the Fire Equipment reserve and distributed an equipment replacement list to the Board illustrating that the 24-year-old ETA-215 is the next firetruck to be replaced.   According to the schedule the equipment reserve will need to reach $900,000 before the next firetruck can be ordered and potentially received in the 2028-2029 fiscal year.

At 7:41 PM Asst Chief Granger was excused.

Clerk-Treas Colson reviewed the overall budget with the Board and pointed out the Village has not yet received amounts for insurance renewal, the special protection contract with the Saratoga County Sheriff, the annual single audit, or the firework displays.  The Boardgave Clerk-Treas Colson input on changes to several budget items and expressed their goal of attempting to avoid increases in the tax rate and water/sewer rates.  The Board set the next budget workshop meeting for March 26 at 6:00 PM in the Village Hall.

Motion by Trustee Bedell, seconded by Trustee Stollery, that Board adjourn, 9:11 PM.
