Village Board Minutes

November 18, 2024 (33)

A regular meeting of the Village Board was held November 18, 2024 at 6:30 PM in the Firehouse, 16 Saratoga Ave.

Mayor Miller called the meeting to order &led the Pledge of Allegiance.

Roll Call: Trustee Bedell, Trustee Kirchhoff & Trustee Stollery were present.  Trustee Clark was excused.

Motion by Trustee Bedell, seconded by Trustee Kirchhoff, approved minutes of November 4, 2024 regular meeting as typed.
Carried – 3 – 0

CORRESPONDENCE – none

PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS ONLY)

Jason Petrovitch, 33 Pine St, questioned if the proposed website update allowed Village employees to update the site. Clerk-Treas Colson answered yes, it is a CMS system allowing the Village to update many of the pages more easily than the current site.

DEPARTMENT REPORTS

CLERK-TREASURER – Clerk-Treas Colson was present, report for 11/18/2024 read & filed.

Motion by Trustee Bedell, seconded by Trustee Kirchhoff, approved payment of abstract #11 in the amount of: Payroll $42,329.11 (#0496-1497); General $141,369.08 (#0498-0523; 0527-0531); Water   $13,756.57 (#0521; 0524; 0526; 0528-0529; 0531); and Sewer $14,786.02 (#0521-0523; 0525-0526; 0528-0529; 0531).

Resolution #33 approved, budget transfers.

FIRE DEPARTMENT – Chief Kelley was present.

DPW/WATER/WWTP – Supt Lozier was present, report for October 2024 read & filed.

Supt Lozier stated reconstruction of dead end Center St and the new sidewalk on dead end Third St are completed.

Mayor Miller asked about the water samples from the home on Main St with water complaints.  Head Operator Holmes visited the home, no one was home, he left a note & his card.   There has been no response from the homeowner.  The mayor will contact the homeowner.

BUILDING INSPECTOR – Insp Hepner was present, report for 11/18/2024 read & filed.

OLD BUSINESS – none

NEW BUSINESS

Motion by Trustee Bedell, seconded by Trustee Stollery, approved publication of notice of March 18, 2025 Special Election to fill a Trustee seat for the remainder of the term.
Carried – 3 – 0

The Board tabled consideration of the website update proposal from Atypica to obtain another quote.

Motion by Trustee Bedell, seconded by Trustee Kirchhoff, approved mayoral signature on quote for Enhanced Cancer Benefit Coverage for Volunteer Firefighters for $7,834.65.
Carried – 3 – 0

Motion by Trustee Bedell, seconded by Trustee Stollery, approved mayoral signature on KnowBe4 Cybersecurity Package for a three-year program at the cost of $2,745.
Carried – 3 – 0

Resolution #34 approved, resignation of Dianne Hull from the Planning Board.

Resolution #35 approved, appointment of Jennifer Kietzman to the Planning Board for a term expiring June 2025.

The Board discussed the replacement of one of the Fire Chief’s Vehicles which was damaged beyond repair in an accident on 10/22/2024 when it was struck by a person running a stop sign.  The vehicle was originally donated to the Village by the Firemen’s Association.  NYMIR Insurance will cover the cost of removing and reinstalling Fire Dept equipment, bracket, center console, lettering of the new vehicle, cost of the tow in addition to the vehicle at current value minus deductible.  NYMIR will be filing a subrogation claim against the responsible party’s insurance in order to recoup costs including the Village’s deductible.  The Board decided to go out to bid to replace the vehicle.  Chief Kelley produced quotes to remove the current equipment from the damaged vehicle from Emergency Vehicle Upfitter for $2,884 and Larosa’s Automotive for $4,400.

Motion by Trustee Bedell, seconded by Trustee Stollery, approved removal of equipment from the damaged vehicle by Emergency Vehicle Upfitter for $2,884.

Motion by Trustee Bedell, seconded by Trustee Kirchhoff, approved advertisement for bid opening to purchase a 2024/2025 Dodge Durango to be held December 2, 2024 at 9:00 AM in the Village Hall.

PUBLIC COMMENTS, QUESTIONS & CONCERNS

Joel Jenkins, Town resident & Village Crossing Guard, requested more action be taken to curb speeding on Oak Street in front of the school.  Mayor Miller stated he will contact the Sheriff’s Department about enforcement and requested Supt Lozier get quotes for solar lit school zone signs.

Jason Petrovitch, Pine St, thanked the Board for not accepting the condition of the initial paving of Palmer Ave.

BOARD COMMENTS, QUESTIONS & CONCERNS

Trustee Stollery brought up complaints of people cutting across oncoming traffic to enter the Rise apartment building on Pine St.  Supt Lozier will investigate and see if the Pine St entrance can be made “Exit Only”.

Trustee Bedell stated the Village should explore getting full replacement value for Village commercial vehicles.

Mayor Miller stated Hometown Christmas has been moved to December 14; he is seeking participants for the parade.  A full schedule will be posted when finalized.  Notices regarding enforcement of the Village Code on Junk Vehicles will be in the third quarter water/sewer bills.  The mayor stated the Village is developing a steering committee for submission of revitalization grants with members from the Town, School, EMS, Fire Department and others.
