Village Board Minutes

A public hearing & regularmeeting of the Village Board was held September5, 2024 at 6:30 PM in the Firehouse, 16 Saratoga Ave.

Mayor Miller called the meeting to order &led the Pledge of Allegiance.

Roll Call: Trustee Bedell, Trustee Clark, Trustee Kirchhoff were present. Trustee Stollery was excused.

A public hearing as published in the Post Star on August 24, 2024, was held at 6:30 PM regarding the CDBG 2023 #282CP133-23 Capital Improvement Plan. Mayor Miller opened the public hearing by asking the public if they had any comments on how funding was utilized during the project.

PUBLIC COMMENTS, QUESTIONS & CONCERNS

Jason Petrovich, Pine Street, inquired about curbing, sidewalk, and paving concerns within the Palmer Avenue Project. DPW Superintendent Lozier provided an update on the progress and stated that severe weather in late August delayed progression

With no further comment from the public, Mayor Miller closed the public hearing at 6:35 PM.

A regular meeting of the Village Board was held September 5, 2024 at 6:35 PM in the Firehouse, 16 Saratoga Avenue.

Motion by Trustee Bedell, seconded by Trustee Kirchhoff, approved minutes of regular meeting August 19, 2024, as typed.
Carried – 3 – 0

DEPARTMENT REPORTS

CLERK-TREASURER – Deputy Clerk-Treas Stautner was present, report for 9/5/24 read and filed.

Motion by Trustee Bedell, seconded by Trustee Kirchhoff, approved payment of abstract #6 in the amount of: Payroll $46,936.25 (#0234-0235); General $31,305.30 (#0236-0251; 0264-0269; Water $4,920.97 (#0252-0253; 0263; 0265; 0267-0268; Sewer $14,332.06 (#0237; 0254-0263; 0265-0268).

FIRE DEPARTMENT – Chief Kelley was present. Report for August 2024 was read & filed.

DPW/WATER/WWTP – Supt Lozier was present.Report for August 2024 was read & filed.

Supt Lozier provided an update on construction progress and WWTP functions. Supt Lozier stated that the WWTP recently completed an inspection with the DEC and performed well.

BUILDING INSPECTORInsp Hepner was excused.

Mayor Miller stated he was aware of several properties within the Village that Insp Hepner was working on bringing up to Village code.

Mayor Miller stated that he will have an updated Saratoga County Sheriff’s report to present at the September 16m, 2024 meeting.

OLD BUSINESS – none.

NEW BUSINESS

Motion by Trustee Bedell, seconded by Trustee Clark, approved attendance of Clerk-Treasurer Colson at Advance Cash Management Webinar November 21, 2024; $170.
Carried – 3 – 0

The Board discussed a Special Events Application from the Corinth Image Committee in regard to utilizing Jessup’s Landing Park for the 2024 Fall Festival October 12, 2024 with a rain date of October 13, 2024. The Board decided to table the application for further consideration.

The Board discussed waiving fees for vendors attending the 2024 Fall Festival. The Board approved waiving fees for non-profit organizations require vendors selling goods or services to pay a fee.

Motion by Trustee Bedell, seconded by Trustee Kirchhoff to waive vendors fees for non-profit organizations and require fees from vendors seeking profit at 2024 Fall Festival

Resolution#26 approved, Palmer Avenue Construction Change Order #5; increase of $6,498.36.

 

Motion by Trustee Bedell, seconded by Trustee Kirchhoff to authorize mayoral signature on Independent Contractor Agreement with Corinth Fire Department Officers.
Carried – 3 – 0

Resolution #27 approved, hire Nichole Harney as Crossing Guard at $18 per hour.

Supt Lozier discussed the removal of trees from planters at Beach with the Board to alleviate further damage from roots. Supt Lozier recommended removing trees in the Spring of 2025 and replacing them with similar or more beneficial plants. Trustee Clark asked if one tree could be left for shade. The Board agreed to Supt Lozier’s recommendations for the area.

The Board decided to table discussion of signature on Sheriff’s Contract until more information could be obtained from officials regarding contract amount and pay schedule. The Mayor stressed that no lapse in coverage was present.

PUBLIC COMMENTS, QUESTIONS & CONCERNS

Dwayn Burke, Oak Street stated that the Eggleston/Main Street 3-way stop was working smoothly with increased school traffic. Mayor Miller added that he witnessed several vehicles run through without stopping. Trustee Clark and Chief Kelley recommended new ways of notifying drivers about the stop.

Jason Petrovich, Pine Street inquired about the Corinth Reservoir Property being accessible to the public as he noticed signs had been placed in certain areas, clearing for public use. Supt Lozier stated that the signage was not placed on the property by the Village and that the area was still closed to the public. Mayor Miller stated that Supt Lozier had an upcoming meeting with the DEC on September 16th to discuss recommendations for the property. Mr. Petrovich also inquired about the remaining length of Trustee Kirchhoff’s term with the Village Board.

BOARD COMMENTS, QUESTIONS & CONCERNS

Trustee Bedell commented on Eggleston/Main 3-way stop and was curious to know if fellow Board member had heard from the public.

Trustee Clark inquired about Main Street paving issues with Supt. Lozier regarding level driving surfaces. Supt. Lozier stated that the DPW leveled the area in question. Trustee Bedell inquired about paving the Main Street/Palmer intersection that was under construction. Supt Lozier stated that the area would be squared off.

Mayor Miller stated that he was corresponding with National Grid regarding removing a hazardous telephone pole near the Riverview Apartments on Pine Street. The Mayor stated that he would provide updates as he received more information.

Mayor Miller commended Supt Lozier and the DPW crew for their hard work and dedication to the Village.

Mayor Miller stated that he was using the equipment that Chief Kelley provided so that he may listen to fire calls that the Corinth Fire Department responds to.

Chief Kelley stated that the one-lane stop on 9N due to railroad track construction was now open again to two lanes.

Mayor Miller commented on the traffic light at the intersection of Main and River Street not turning green. Supt. Lozier stated that would call the State DOT to address the issue.
