Village Board Minutes

February 21, 2024 (47)

A regular meeting of the Village Board was held February 21, 2024 at 4:30 PM in the Village Hall, 244 Main Street.

Mayor Pasquarell called the meeting to order & led the Pledge of Allegiance.

Roll Call: Trustee Brown, Trustee Halliday & Trustee Kelly were present.  Trustee Bedell was excused.

Motion by Trustee Kelly, seconded by Trustee Halliday, approved minutes of January 31, 2024 special meeting and February 7, 2024 regular meeting as typed.
Carried – 4 – 0

CORRESPONDENCE

Wade Petteys, owner of 227 Main St & 214 Center St, wrote the Board requesting a reimbursement of $4,029.87 in water/sewer rent for a hose bib left running and a plumbing leak.  Trustee Halliday stated the Board should have discretion to amend these billings when water did not enter the sewer.  Atty Buettner has submitted draft changes to the sewer law setting guidelines property owners can follow to provide documentation of special instances.  Atty Buettner suggested the Board consider amending the water law in a similar fashion if adopting the sewer changes.

Motion by Trustee Kelly, seconded by Mayor Pasquarell, denied request by Wade Petteys for reimbursement of $4,029.87 based upon the current water/sewer laws.

DEPARTMENT REPORTS

CLERK-TREASURER – Clerk-Treas Colson was present, report for 2/21/2024 read & filed.

Motion by Trustee Halliday, seconded by Trustee Kelly, approved payment of abstract #18 in the amount of : Payroll $40,355.51 (#0833); General $53,316.75 (#0834-0861; 0866-0872);  Water $2,131.50 (#0862-0863; 0866-0867; 0871-0872); and Sewer $1,663.24 (#0864-0867; 0871-0872).
Carried – 4 – 0

BUILDING INSPECTOR – report for 2/21/2024 filed.

OLD BUSINESS – none.

NEW BUSINESS

Motion by Mayor Pasquarell, seconded by Trustee Halliday, declared 2015 Prinoth Sidewalk plow with sander & snowblower as surplus equipment to be sold on Auction International.
Carried – 4- 0

Resolution #55 approved, accept resignation of Justin Byrnes from the DPW with March 1, 2024 as last day worked.

New Village Hall hours will be in effect March 4, 2024 expanding total hours from 35 hours per week to 36 hours per week.  The Hall will no longer be closed noon – 1:00 PM for lunch; new hours will be Monday – Thursday 8 AM – 5 PM, Friday the office will be closed.  Insp Hepner will be available Monday – Thursday 8 AM – 1 PM.

Resolution #56 approved, setting the Standard Workday (SWD) for Clerk’s office staff at 6.75 hours per day for NYS Retirement purposes.

Motion by Trustee Kelly, seconded by Mayor Pasquarell, approved Corinth Little League parade on Saturday April 27, 2024 at 11:00 AM.
Carried – 4 – 0

The Board discussed amending the Village Code to require Certificate of Occupancy renewals for rental dwellings.  The Board was generally in favor of legislation which would allow the Building Inspector to make sure there are no Code violations on the properties.  Atty Buettner stated she will look into what other similar size municipalities have enacted.

BOARD COMMENTS, QUESTIONS & CONCERNS

Trustee Brown reminded the public of the March 19 General Election and encouraged all to work together in order to bring about good developments in the community.

Motion by Mayor Pasquarell, seconded by Trustee Halliday, that Board adjourn, 5:00 PM.
