Village Board Minutes

October 20, 2023 (24)

A regular meeting of the Village Board was held October 20, 2023 (rescheduled from October 18, 2023) at 10:00 AM in the Village Hall, 244 Main Street.

Mayor Pasquarell called the meeting to order.

Roll Call: Trustee Halliday & Trustee Kelly were present.  Trustee Bedell & Trustee Brown were excused.

Motion by Trustee Kelly, seconded by Trustee Halliday, approved minutes of regular meeting October 4, 2023 as typed.
Carried – 3 – 0

CORRESPONDENCE

Discussion of correspondence was tabled.

PUBLIC COMMENT, QUESTIONS & CONCERNS (AGENDA ITEMS ONLY) – none.

DEPARTMENT REPORTS

CLERK/TREASURER – Clerk/Treas Colson was present, report for 10/18/2023 read & filed.

Motion by Trustee Kelly, seconded by Trustee Halliday, approved payment of abstract #10 in the amount of: Payroll $34,575.72 (#0390); General $38,990.13      (#0391-0425; 0434); Water$1,192.43 (#0422; 0430-0431; 0434); Sewer$3,222.95 (#0422; 0424-0431; 0434); Capital Projects$633,941.42 (#0432-0433); and HUD Housing$12,597.60 (CK #1424).
Carried – 3 – 0

FIRE DEPARTMENT – Chief Kelley was excused.

DPW/WATER/WWTP – Supt Lozier was excused.

BUILDING INSPECTOR – Insp Hepner was excused, report for 10-18-2023 filed.

OLD BUSINESS

Discussion of Garbage, Refuse & Recycling amendments was tabled.

NEW BUSINESS

Resolution #30 approved, hiring of Matthew Burke as MEO at $24.95 per hour starting 10/30/2023.

Discussion of Eggleston St/Main St four-way stop was tabled.

PUBLIC COMMENTS, QUESTIONS & CONCERNS – none.

BOARD COMMENTS, QUESTIONS & CONCERNS

Trustee Kelly informed the Board of Hometown Christmas plans for December 2, 2023 including the parade, crafts for children, and a visit with Santa.  The Mill Museum will have the Festival of Trees on December 16th with trees decorated by local businesses.

Mayor Pasquarell requested the Board be prepared to discuss negotiations on the Fire Protection contract at the next meeting.  Members present discussed potential avenues negotiations may take.

Trustee Halliday suggested the Board explore potential collaborations with area communities such as Saratoga and Greenfield for partnerships for recreational development.  A general discussion of trail management strategies and grant opportunities followed.

Motion by Trustee Halliday, seconded by Trustee Kelly, that Board adjourn, 11:20 AM.
