Village Board Minutes

August 16, 2023 (16)

A regular meeting of the Village Board was held August 16, 2023 at 6:00 PM in the Firehouse, 16 Saratoga Avenue.

Mayor Pasquarell called the meeting to order & led the Pledge of Allegiance.

Roll Call: Trustee Bedell, Trustee Brown, Trustee Halliday & Trustee Kelly were present.

Motion by Trustee Bedell, seconded by Trustee Brown, approved minutes of public hearing & regular meeting August 2, 2023 as typed.
Carried – 4 – 0

PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS ONLY) – none.

CORRESPONDENCE – none.

DEPARTMENT REPORTS

CLERK/TREASURER - Clerk-Treas Colson was present, report for 8/16/2023 read & filed.

Motion by Trustee Halliday, seconded by Trustee Brown, approved payment of abstract #6 in the amount of: Payroll $39,618.26 (#0204); General $240,283.92 (#0205-0232; 0251-0252); Water $278,293.33            (#0229; 02231-0236; 0251); Sewer $8,564.30 (#0229-0231; 0237-0249; 0251); Capital Projects $2,000.00 (#0250); and HUD Housing $11,483.60 (Ck #1420).

FIRE DEPARTMENT – Chief Kelley was present.

Chief Kelley informed the Board that the Firemen’s Association did not purchase the Chevy Blazer they had initially planned to donate to the Village due to extensive outfitting costs.  The Association has instead purchased a 2023 Dodge Durango.

DPW/WATER/WWTP – Supt Lozier was excused.

BUILDING INSPECTOR – Insp Hepner was present, report for 8/16/2023 read & filed.

OLD BUSINESS

Atty Buettner is preparing a draft of the Garbage, Refuse & Recycling Code for Board review.

NEW BUSINESS

Resolution #20 approved, acceptance of resignation of MEO Nicholas Burke from the DPW as of 8/18/2023.

Motion by Trustee Bedell, seconded by Trustee Kelly, approved attendance at NYCOM Fall Training School 9/18 – 9/22/2023 for Mayor Pasquarell & Trustee Brown; $1,574 plus expenses
Carried – 4 – 0

Resolution #21 approved, cancelation of September 20, 2023 regular meeting, with authority for Clerk-Treasurer to pay invoices after audit by the audit committee.

Motion by Trustee Bedell, seconded by Trustee Halliday, approved use of Pagenstecher Park for Image Committee Music Series 8/24 & 8/31/2023.
Carried – 4 – 0

Resolution #22 approved, authorize budget transfer of $20,000 to Fire Department Equipment line (A03411.200) from fund balance to outfit new Fire Chief’s vehicle upon transfer of subject vehicle to the Village.
Trustee Bedell – aye; Trustee Brown – abstain; Trustee Halliday – aye; Trustee Kelly – aye; Mayor Pasquarell – abstain.

The Board discussed the requested transfer of unspent line-item amounts in 2022/2023 Fire Department budget to Fire Equipment Reserve.  Mayor Pasquarell & Trustee Brown recused themselves from the discussion.  The Board ultimately decided not to grant the request.

PUBLIC COMMENTS, QUESTIONS & CONCERNS

Jennifer Michelle, Locust Ridge, expressed agreement with the Board’s decision not to transfer funds to the Fire Equipment Reserve from fund balance.  Ms. Michelle also asked the Board to review pollinator information she shared with Trustee Kelly.

Jennifer Kietzman, Pine St, thanked the Board for installation of four-way stop on Pine Street and stated it has slowed traffic.  Ms. Kietzman brought other roadway issues in the Village to the Board’s attention including speeding on Palmer Ave coming into the Village.  The Board will request Supt Lozier move the radar speed sign to the Village line on Palmer upon re-opening of the road.

BOARD COMMENTS, QUESTIONS & CONCERNS

Trustee Kelly invited the Board to attend the “Touch -A-Truck” event at Pagenstecher Park August 19th to benefit the Mill Museum and provided event highlights.  Village resident Mike McKelligott has volunteered to act as photographer for the event, Mayor Pasquarell & Trustee Brown will be attending, and two firetrucks will be on site.
