Village Board Minutes

June 21, 2023 (4)

A public hearing & regular meeting of the Village Board was held June 21, 2023 at 6:00 PM in the Firehouse, 16 Saratoga Ave.

Mayor Pasquarell called the meeting to order & led the Pledge of Allegiance.

Roll Call: Trustee Brown, Trustee Coltrain & Trustee Halliday were present.  Trustee Bedell arrived at 6:02PM.

A public hearing having been duly advertised in The Post Star on June 14, 2023 was held at 6:00 PM re: public input on use of CDBG #282PR103-20 funds for the Palmer Ave project.

PUBLIC COMMENTS, QUESTIONS & CONCERNS – none.

With no comment from the public in attendance, Mayor Pasquarell closed the public hearing at 6:01 PM.

A regular meeting of the Village Board was held June 21, 2023 at 6:01 PM.

Motion by Trustee Brown, seconded by Trustee Halliday, approved minutes of regular meeting June 12, 2023 as written.
Carried – 3 – 0

At 6:02 PM Trustee Bedell arrived.

CORRESPONDENCE

Linda Walsh, Tri-County Seniors, wrote the Board regarding their donation for the 2023/2024 budget year with thanks for their support and outlined the  planned trips.

PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS ONLY) – none.

DEPARTMENT REPORTS

CLERK/TREASURER – Clerk-Treas Colson was present, report for 6/21/2023 read & filed.

The CCSD Graduation Parade has been rescheduled for Thursday June 22nd due to the weather forecast.

Resolution #7 approved, authorize mayoral signature on any NYS Water Infrastructure grant documentation and application for funding of the Palmer Avenue Project.

Motion by Trustee Bedell, seconded by Trustee Brown, approved payment of abstract #25 of 2022/2023 in the amount of:  General $10,826.76 (#1220-1230); Water $780.94 (#1231; 1233-1234); and Sewer $ 2,440.63 (#1232; 1235-1237).
Carried – 4 – 0

Motion by Trustee Brown, seconded by Trustee Coltrain, approved payment of abstract #2 in the amount of:  Payroll $39,138.73 (#0010); General $71,647.32 (#001-36; 41-42); Water $1,973.55 (#0037; 41-42); Sewer $ 4,158.76  (#0030; 38-39; 41-42); and Capital Projects $845.50 (#0040).

FIRE DEPARTMENT – Chief Kelley was present.

Chief Kelley addressed the Board regarding cuts made to his 2023/2024 budget and questioned the status of the fire protection contract which is still under negotiation.  Chief Kelley also discussed the difference in service longevity between custom and standard fire trucks.

DPW/WATER/WWTP – Supt Lozier was present.

Supt Lozier presented the Board with a proposal for a certified CDL driver trainer to conduct on-site training at the DPW to assist DPW employees in acquiring their CDL licenses which is a requirement of their employment.

Motion by Trustee Bedell, seconded by Trustee Coltrain, approved proposal for Justin Byrnes, Nicholas Burke and Damien Meade to receive on-site CDL training from certified instructor Joshua R. Loeffler at the cost of $4,200 with training to be completed by August 2023.
Carried – 4 – 0

BUILDING INSPECTOR – Insp Hepner was present, report for 6/21/2023 read & filed.

OLD BUSINESS – none.

NEW BUSINESS

Motion by Trustee Brown, seconded by Trustee Coltrain, approved use of Beach Saturdays July – August 2023 5:00 PM – 8:00 PM for Outreach Ministry as requested by Pastor Becky Brady, Methodist Church, with provision of electricity at no charge, but no bathroom access.
Carried – 4 – 0

Motion by Trustee Bedell, seconded by Trustee Halliday, approved use of Beach July 1, 2023 3:00 PM – 5:30 PM for Pie Eating Contest as requested by Kiley Crooks, Image Committee, with bathroom access.
Carried – 4 – 0

Motion by Trustee Bedell, seconded by Trustee Brown, approved July 1st Independence Day Parade on Main Street from the Little League field to River St at 1:00 PM.
Carried – 4 – 0

Motion by Trustee Halliday, seconded by Trustee Bedell approved use of Pagenstecher Park August 19, 2023 8:00 AM – 7:00 PM for Hudson River Mill Museum “Touch a Truck” event.   
Carried – 4 – 0

Motion by Trustee Brown, seconded by Trustee Coltrain, authorized mayoral signature on Saratoga County Minor Contract to receive up to $15,000 for installation of a fire alarm at the DPW garage.
Carried – 4 – 0

Resolution #8 approved, authorize up to $200,000 expenditure from the DPW Equipment Reserve for the purchase of a sidewalk plow, subject to permissive referendum.

The Board discussed codifying the current unofficial policy of capping residential garbage service at four residential units.  The Board will give input on how high to set the cap, how it will affect properties currently receiving garbage service that may be over the proposed cap, to Atty Buettner to draft preliminary changes for their review.

PUBLIC COMMENTS, QUESTIONS & CONCERNS

Jennifer Kietzman, Pine St, requested permission to display a temporary banner advertising the Pie Eating Contest at the Beach.  Insp Hepner informed her of the fees and time limits.

Motion by Trustee Brown, seconded by Trustee Coltrain, approved waiving the banner permit application and fees for the Image Committee Pie Eating Contest.
Carried – 4 – 0

Jennifer Kietzman, Pine St, and Jennifer Michelle, Locust Ridge, had questions regarding Town Fire Protection Contract negotiations and fire equipment purchases.

Mike McKelligott, Oak St, asked the Board to consider aesthetics in determining how many garbage cans are allowed per property.

BOARD COMMENTS, QUESTIONS & CONCERNS

Trustee Brown stated many residents, especially new residents, appreciate how well we maintain sidewalks in the Village.

Trustee Halliday requested an executive session to discuss 2024 Town Fire Protection Contract negotiations.

Mayor Pasquarell requested executive sessions to discuss potential litigation in two separate cases and potential real property negotiations.

EXECUTIVE SESSION

Motion by Trustee Bedell, seconded by Trustee Halliday, that Board adjourn to executive session as requested by Trustee Halliday & Mayor Pasquarell above, 6:49 PM.
Carried – 4 – 0

ADJOURNMENT

At 8:41 PM the Board reconvened with no action taken in executive session.

Motion by Mayor Pasquarell, seconded by Trustee Bedell, that Board adjourn, 8:54 PM.
