Village Board Minutes

March 15, 2023 (45)

A regular meeting of the Village Board was held March 15, 2023 at 6:00 PM in the Firehouse, 16 Saratoga Ave.

Mayor Pasquarell called the meeting to order & led the Pledge of Allegiance.

Roll Call: Trustee Bedell, Trustee Brown, Trustee Coltrain & Trustee Halliday were present.

Motion by Trustee Bedell, seconded by Trustee Brown, approved minutes of March 1, 2023 public hearing & regular meeting as typed.
Carried – 4 – 0

CORRESPONDENCE

Motion by Mayor Pasquarell, seconded by Trustee Brown, approved the Corinth Little League Opening Day Parade on Main Street, April 29, 2023 at 11:00 AM as requested by Donna and Donald Briner.
Carried – 5 – 0

PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS ONLY) – none.

DEPARTMENT REPORTS

CLERK-TREASURER – Clerk-Treas Colson was present, report for 3/15/2023 read & filed.

Motion by Mayor Pasquarell, seconded by Trustee Coltrain, approved payment of abstract #19 in the amount of: Payroll $40,889.02 (#0895); General $87,848.47      (#0896-0962; 0978-0980); Water $7,276.31 (#0953; 0960-0964; 0968; 0973; 0978-0980); and Sewer $14,830.87 (#0953-0954; 0956; 0960-0962; 0965-0967; 0969-0972; #0974-0980).
Carried – 5 – 0

Resolution #53 approved, budget transfer.

Clerk-Treas Colson notified the Board the Comptroller Audit will begin March 16, 2023.

FIRE DEPARTMENT – Chief Kelley was present.

The Firehouse was open as a warming station for yesterday’s storm but was unused.  The Department responded to many calls throughout the storm.

DPW/WATER/WWTP – Supt Lozier was excused.

BUILDING INSPECTOR – Insp Hepner was present, report for 3/15/2023 read & filed.

OLD BUSINESS

March 15th public hearing to review a Special Use Permit application was postponed and will be rescheduled.

Mayor Pasquarell stated the public hearing on proposed Local Law 1 of 2023 Changes to Zoning Map remains open until input from Saratoga County Planning Board is received.

The Board & Chief Kelley will submit information to Atty Buettner within the next week in order for her to craft a draft of a Local Law regarding false fire alarm calls.

NEW BUSINESS

Atty Buettner advised the Board that RISE is seeking a release from the 2007 Declaration of Uses and Covenants which binds a 100- by 300-foot portion of their parcel on Pine Street in order to satisfy their title insurance company.  The release would need to also be approved by the Town and can be worded to revert back to the Declaration if the property is no longer used for affordable housing.

PUBLIC COMMENTS, QUESTIONS & CONCERNS

Mike McKelligott, Oak Street, asked if the snow would be removed in front of the Oak St School.  The Board assured him the location is a top priority on the snow removal list.

BOARD COMMENTS, QUESTIONS & CONCERNS

Mayor Pasquarell requested an executive session to discuss litigation.

EXECUTIVE SESSION

Motion by Trustee Brown, seconded by Trustee Coltrain, that Board adjourn to executive session as requested by the Mayor above, 6:10 PM.
Carried – 4 – 0

At 6:24 PM the Board reconvened with no action taken in executive session.

ADJOURNMENT

Motion by Trustee Bedell, seconded by Trustee Coltrain, that Board adjourn, 6:25 PM.
