Village Board Minutes

November 16, 2022 (29)

A public hearing and regular meeting of the Village Board was held November 16, 2022 at 6:00 PM in the Firehouse, 16 Saratoga Avenue.

Mayor Pasquarell called the meeting to order & led the Pledge of Allegiance.

Roll Call:  Trustee Bedell, Trustee Brown, Trustee Coltrain & Trustee Halliday were present.

A public hearing having been duly advertised in The Post Star on November 4, 2022 was held 6:00 PM re: Local Law 3 of 2022 amendments to Chapter 467 “Vehicles and Traffic”.

PUBLIC COMMENTS, QUESTIONS & CONCERNS – none.

With no comments from the public, Mayor Pasquarell closed the public hearing at 6:01 PM.

A regular meeting of the Village Board was held November 16, 2022 at 6:01 PM.

Motion by Trustee Coltrain, seconded by Trustee Bedell, approved minutes of November 2, 2022 regular meeting as typed.
Carried – 4 – 0

CORRESPONDENCE

Corinth Fireman’s Association issued an invitation to the Board of Trustees to attend their Annual Christmas Party on December 10, 2022.

Maureen Kelly, Image Committee, requested permission to have the Hometown Christmas parade on December 3, 2022 at 3:00 PM with line-up at the Corinth Elementary School at 2:30 PM.

Motion by Trustee Bedell, seconded by Trustee Coltrain, approved the Hometown Christmas parade on December 3, 2022.

PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS ONLY) - none

DEPARTMENT REPORTS

CLERK-TREASURER – Clerk-Treas Colson was present, report for 11/16/2022 read & filed.

Motion by Trustee Brown, seconded by Trustee Halliday, approved payment of abstract #11 in the amount of: Payroll $57,290.29 (#0481); General $116,796.79 (#0482-0510; 0517); Water $867.59 (#0503-0505; 0511; 0517); Sewer $6,751.81 (#0503; 0505; 0510-0514; 0517); and Capital Projects $7,275.34 (#0515-0516).
Carried – 4 – 0

Resolution #39 approved, budget transfers.

FIRE DEPARTMENT – Chief Kelley was present.

DPW/WATER/WWTP – Supt Lozier was excused.

BUILDING INSPECTOR – Insp Hepner was present, report for 11/16/2022 read & filed.

OLD BUSINESS - none

NEW BUSINESS

Resolution #40 approved, issuing negative declaration of environmental impact and enacting Local Law 3 of 2022 amendments to Chapter 467: Vehicles and Traffic” of the Village Code to prohibit parking on Maple Street.

The Board received and accepted a Special Use Permit application for 28 Saratoga Avenue.  The Board will coordinate their review of the application with the Planning Board’s review in order to hold one public hearing on the matter.  Insp Hepner will coordinate with the Planning Board and submit for Saratoga County Planning review.

Jennifer Michelle, Locust Ridge, wished the Board a Happy Thanksgiving.

BOARD COMMENTS, QUESTIONS & CONCERNS

Trustee Halliday informed the Board of discussions he had with Jack Kelley, agent for the International Paper property regarding the railroad tracks.

Trustee Brown commented on the number of people at the Community Churches Thanksgiving dinner event and thanked the Fire Police for providing traffic control.
