Village Board Minutes

September 21, 2022 (21)

A regular meeting of the Village Board was held September 21, 2022 at 6:00 PM in the Firehouse, 16 Saratoga Ave.

Mayor Pasquarell called the meeting to order & led the Pledge of Allegiance.

Roll Call: Trustee Bedell, Trustee Brown & Trustee Coltrain were present.  Trustee Halliday was excused.

Motion by Trustee Brown, seconded by Trustee Bedell, approved minutes of September 7, 2022 regular meeting as typed.
Carried – 3 – 0

CORRESPONDENCE

Emmett Haydel, 205 Maple St, wrote the Board with a claim of damage to his sprinkler heads and request for water/sewer bill adjustment.  Mr. Haydel claims the DPW damaged his sprinkler head over the winter.  Mr. Haydel had the damaged head repaired without notifying the Village.

Motion by Trustee Brown, seconded by Mayor Pasquarell, denial of claim by Emmett Haydel, 205 Maple Street, due to lack of evidence that damage to sprinkler head was caused by the Village DPW.
Carried – 4 – 0

Christina Brownell, CCSD PTSA, wrote the Board requesting a donation to the Safe Routes to School program.  The Board consensus was not to offer a monetary donation, the in-kind donation of DPW marking the crosswalks with the pattern requested by the program will be continued.

Franklin LeBarron, 20 Warren St, wrote the Board with suggestions for payment collection and the Village website.  The Board received the suggestions with thanks.

PUBLIC COMMENT, QUESTIONS & CONCERNS (AGENDA ITEMS ONLY) – none.

DEPARTMENT REPORTS

CLERK-TREASURER – Clerk-Treas Colson was present, report for 9/21/2022 read & filed.

Motion by Mayor Pasquarell, seconded by Trustee Bedell, approved payment of abstract #7 in the amount of: Payroll $36,993.27 (#0305); General $47,900.98      (#0306-0339; 0355); Water $7,497.96 (#0337; 0340-0343; 0355); Sewer $2,386.96 (#0337; 0339; 0344-0351; 0355); and Capital Projects $6,359.80 (#0352-0354).
Carried – 4 – 0

FIRE DEPARTMENT – Chief Kelley was present.

DPW/WATER/WWTP – Supt Lozier was present.

While replacing the water main on White St a portion blew out resulting in discolored water for residents in the area.  The break was repaired in 1 hour and 20 minutes with no boil water advisory necessary.

BUILDING INSPECTOR – Insp Hepner was present, report for 9/21/2022 read & filed.

OLD BUSINESS – none.

NEW BUSINESS

Resolution #29 approved, amend Resolution #26 to change William Champagne, Jr. hire date to September 21, 2022.

Resolution #30 approved, adoption of Cyber Policies.

Resolution #31 approved, authorize mayoral signature on Laberge contract addendum for Palmer Ave project, increase of $22,003.57 for additional work required by EFC review.

Resolution #32 approved, resignation of MEO Michael Stanton II from the DPW effective October 7, 2022.

PUBLIC COMMENTS, QUESTIONS & CONCERNS – none.

BOARD COMMENTS, QUESTIONS & CONCERNS

Trustee Coltrain stated he was sorry to see Mike Stanton resign; this was echoed by the rest of the Board.

Trustee Brown spoke of the September 15th Healthy Corinth Coalition meeting at which Saratoga County Department of Health representatives presented data, answered questions from the public, and commented on Corinth’s community involvement and desire for change.
