Village Board Minutes

August 4, 2021 (11)

A regular meeting of the Village Board was held August 4, 2021 at 6:00 PM in the Firehouse, 16 Saratoga Ave.

Roll Call: Trustee Brown, Trustee Halliday & Trustee Kelly were present.  Trustee Bedell was excused.

Motion by Trustee Brown, seconded by Trustee Kelly, approved minutes of the July 21, 2021 regular meeting as typed.
Carried – 3 – 0

CORRESPONDENCE – none.

PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS ONLY) – none.

DEPARTMENT REPORTS

CLERK/TREASURER – Clerk-Treas Colson was present, report for 8/4/2021 read & filed.

Motion by Trustee Brown, seconded by Trustee Halliday, approved payment of abstract #4: Payroll $40,233.62; General $49,769.88; Water $3,843.41; Sewer $8,170.52; and Capital Reserves $211,939.29.
Carried – 3 – 0

FIRE DEPARTMENT – Chief Kelley was present, report for July 2021 read & filed.

DPW/WATER/WWTP – Supt Lozier was present, report for July 2021 read & filed.

Supt Lozier thanked the fire police & WWTP staff for assistance during a recent water break on Route 9N.

The new sewer connection at the DPW garage has been completed.

The new WWTP is currently operating under Laberge Group and W. M. Schultz staff and will soon be turned over to Head WWTP Operator Gary Holmes.

BUILDING DEPARTMENT – Insp Hepner was present, report for 8/4/2021 read & filed.

OLD BUSINESS – none.

NEW BUSINESS

Atty Buettner has provided language for changes to the Zoning Code removing the certified mail & 500 foot radius requirements.  The new proposed language requires notification of adjoining property owners by regular mail with an affidavit.

Motion by Trustee Halliday, seconded by Trustee Kelly, approved publication of notice of public hearing to be held August 18, 2021 in the Firehouse at 6:00 PM in order to consider Local Law 1 of 2021: changes to Zoning Code notification requirements.
Carried – 3 – 0

PUBLIC COMMENTS, QUESTIONS & CONCERNS

Jim Murray, Center Street, requested the Board resume opening the meetings with the Pledge of Allegiance.

Louise Kirkpatrick, Center Street, provided the Board with information regarding crime and safety complaints at a low-income housing unit in Glens Falls and offered an opinion on requirements that should be met for PILOT programs.

John Tangora, Village property owner & Town resident, had questions regarding PILOT programs.

BOARD COMMENTS, QUESTIONS & CONCERNS

Trustee Kelly invited interested residents to join the Image Committee which is currently in need of volunteers.  The Image Committee is a joint Town and Village committee that organizes community events such as the Independence Day celebration & Hometown Christmas.

Trustee Brown thanked the public for attending the meeting and asking questions.

Motion by Trustee Halliday, seconded by Trustee Brown, that the Board adjourn, 6:25 PM.
