March 24, 2021 (43) A special meeting of the Village Board was held March 24, 2021 at 6:00 PM in the Firehouse, 16 Saratoga Ave. Mayor Pasquarell called the meeting to order. Roll Call: Trustee Bedell, Trustee Halliday, Trustee Miller & Trustee Mulligan were present. NEW BUSINESS Change orders are necessary for the slip-lining project due to an additional manhole that needs to be installed in the State right of way. Full-time construction observation is required by NYSDOT. Resolution #79 approved, Arold Construction Change Order #4, decrease of $10,313; total contract $602,982. Resolution #80 approved, Laberge addendum increase of construction observation up to $12,000. Clerk-Treas Colson presented the 2021/2022 Tentative Budget to the Board. The proposed tax rate for 2021/2022 is maintained at $5.20 per thousand; water Minimum Value Charge is expected to decrease to $271/year; sewer Minimum Value Charge is expected to increase to $357/year. Major purchases in the 2021/2022 budget include two plow trucks for DPW and the replacement of the decorative street lights downtown. Equipment purchases for the Fire Department include AEDs, thermal imaging cameras, and the replacement of an ATV and 12 air packs. There is a proposed reserve contribution for the DPW of $100,000; proposed Fire Department reserve contribution is $150,000. The Board discussed the Tentative Budget in detail. Trustee Bedell & Trustee Miller proposed making cuts to the budget in order to incorporate an allotment for a potential Special Police Protection contract. At 6:27 PM Trustee Bedell recused himself from the discussion in order for the Board to discuss a Special Protection contract with the Saratoga County Sheriff’s Department. After discussion regarding a potential contract Trustee Bedell rejoined the meeting at 6:42 PM. Consensus of the Board was to make the following changes to the Tentative Budget: reduce the Fire Dept Equipment line by $15,800; reduce the proposed Fire Equipment reserve contribution by $23,200; eliminate the $61,850 Street Light Equipment project; and increase Public Safety Miscellaneous line by $100,608. Motion by
Trustee Mulligan, seconded by Trustee Halliday, approved publication of a
public hearing on the 2021/2022 budget to be held 6:00 PM, April 7, 2021, via
videoconference. ADJOURNMENT Motion by
