Village Board Minutes July 19, 2017 (8) Two public hearings and a regular meeting of the Village Board were held July 19, 2017 at 6:00 PM in the firehouse, 16 Saratoga Avenue. Mayor Morreale called the meeting to order and led the Pledge of Allegiance. Roll Call: Trustee Halliday & Trustee Kelly were present. Trustee Denno & Trustee Enekes were excused. A public hearing having been duly advertised in the Post Star on July 11, 2017 was held at 6:00 PM to accept public comment and questions regarding the Village’s application for $1,000,000 in Community Development Block Grant funding to make improvements to the sanitary sewer system including replacement of a force main from the River St pump station to the waste water treatment plant. PUBLIC COMMENTS, QUESTIONS & CONCERNS – none. With no comment from the public, Mayor Morreale closed the public hearing at 6:01PM. Nicole M.
Colson A public hearing having been duly advertised in the Post Star on July 11, 2017 was held at 6:01PM to consider Local Law 3 of 2017 repealing current Chapter 480 of the Village Code “Water” and replace it with a new Chapter 480 “Water”. The new water ordinance implements requirements that all water sales be metered in order to more equitably bill water users, and encourage water conservation which will avoid unnecessary infrastructure changes such as increasing the size of the water storage tank or increasing waste water treatment capabilities. PUBLIC COMMENTS, QUESTIONS & CONCERNS Mayor Morreale read and answered a list of questions from Marsha Towers, Walnut St., regarding water meter implementation and the proposed water ordinance. The
following residents asked questions regarding the installation of water meters
and the proposed water ordinance which were answered by the Board and Don
Rhodes of Laberge Group. The list of
Frequently Asked Questions (FAQs) were updated to reflect the questions asked
at the meeting and can be found on the Village website. With no further questions or comments from the public, Mayor Morreale closed the public hearing at 6:51 PM. Nicole M.

Trustee Kelly, seconded by Trustee Halliday, approved minutes of July 5, 2017
public hearing and regular meeting as typed. Decision on Local Law 3 of 2017, Water Ordinance, was tabled by the Board. CORRESPONDENCE Marie Lytle, Main St resident and Youth Program chaperone, submitted a letter to the Board of Trustees expressing gratitude and appreciation for the Summer Youth Field Trip Program and complimenting the Youth Director Annaliese Stautner on her organization, and her dedication to the community and the Youth Program. PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS ONLY) – none. DEPARTMENT REPORTS CLERK/TREASURER – Clerk/Treas Colson was present, report for July 19, 2017 read & filed. Resolution #17 approved, adjustment to water/sewer rolls. Motion by
Trustee Kelly, seconded by Trustee Halliday, approved payment of abstract #4:
Payroll $37,229.10; General $104,322.28; Water $3,048.19; Sewer $6,053.23; and
Capital Reserves $27,892.56. Resolution #18 approved, budget transfer. FIRE DEPARTMENT – Chief Kelley was present, report for June 2017 read & filed. Chief Kelley informed the Board that the Fire Department has received a NYS DEC Wild Land Equipment Grant in the amount of $1,500 for turn out gear specific to wild land firefighting. Motion by
Trustee Halliday, seconded by Trustee Kelly, approved using the grant to
increase the turnout gear budget when the check is received. Chief Kelley discussed an incident during the Image Committee’s Independence Day Celebration which resulted in a river rescue. The operator of the water ski show did not heed the warning regarding moving the event further upstream which then resulted in two people being stranded on a boat caught on the cable across the river. The fire department responded and was able to recover both individuals safely. Chief Kelley has met with the Image Committee and recommended this company not be invited back next year due to unsafe operation. DPW/WATER/WWTP – Supt Lozier was present. BUILDING INSPECTOR – Insp Berg was present, report for July 19, 2017 read & filed. OLD BUSINESS – none. NEW BUSINESS – none. PUBLIC COMMENTS, QUESTIONS & CONCERNS Michael Buehler, Overlook Dr, questioned if outside water districts will be metered. There will be a main meter on the water from the Village to district and it would be up to the districts if they wish to require individual meters. BOARD COMMENTS, QUESTIONS & CONCERNS Atty Buettner asked the Board if there were any changes to the proposed water ordinance based upon tonight’s discussion. The Board felt the water ordinance would not need any changes, there would be discussion regarding setting rates. ADJOURNMENT Motion by
