Village Board Minutes

March 15, 2017 (41)

A regular meeting of the Village Board was held March 15, 2017 at 6:00 PM in the firehouse, 16 Saratoga Avenue.

Mayor Morreale called the meeting to order & led the Pledge of Allegiance.

Roll Call: Trustee Halliday & Trustee Kelly were present.  Trustee Denno & Trustee Enekes were excused.

Motion by Trustee Kelly, seconded by Trustee Halliday, approved minutes of regular meetings February 15, 2017 & March 1, 2017 and special meeting March 9, 2017 as typed.
Carried – 3 – 0

PUBLIC COMMENTS QUESTIONS & CONCERNS (AGENDA ITEMS) – none.

DEPARTMENT REPORTS

CLERK/TREASURER – Clerk/Treas Colson was present, report for 3/15/17 read & filed.

Resolution #76 approved, adjustments to water/sewer rolls.

Motion by Trustee Halliday, seconded by Trustee Kelly, approved payment of abstract #19: Payroll $30,502.99; General $468,748.19; Water $4,344.05; Sewer $5,487.09; Community Development $30,484; and Capital Reserves $33,444.48.
Carried – 3 – 0

Resolution #77 approved, budget transfer.

Clerk-Treas Colson explained that due to the fact that the Indeck PILOT has ended the plant is on the regular tax rolls, it is currently assessed for $71,000,000.  This increases the Village’s tax levy and requires a local law overriding the property tax cap.

Motion by Trustee Kelly, seconded by Trustee Halliday, authorized publication of notice of two public hearing to be held consecutively April 5, 2017 at 6:00 PM in the firehouse, 16 Saratoga Avenue for the purposes of considering Local Law 2 of 2017, overriding the property tax cap for the 2017/2018 fiscal year and in order to present the 2017/2018 proposed budget.

FIRE DEPARTMENT – Chief Kelley was present.

The new fire truck is slated to be delivered March 20 or 21.  Numerous upgrades were completed free of charge due to the delay in delivery, including an additional 2-year warranty on the pump.

Chief Kelley stated the Firemen’s Association fund raiser “Corinth Community Stands Against Cancer” netted $5,346 toward a fund to assist local families with living expenses.  Chief Kelley thanked all who donated baskets, made donations and assisted with the event.

DPW/WATER/WWTP – Supt Lozier was present.

DPW has been clearing trees on the new WWTP site.

Mayor Morreale commended Supt Lozier & his DPW crew for their excellent response to the recent storm.  The DPW will continue snow removal from the storm into next week.

BUILDING DEPARTMENT – Insp Berg was present, report for 3/15/17 read & filed.

OLD BUSINESS – none.

NEW BUSINESS

Proposed water/sewer ordinances were tabled pending further revisions.

The Board reviewed the agenda for the joint Town & Village Board meeting to be held 3/23/17 at 6:00 PM in the Town Hall.  Trustee Kelly requested the Bicentennial Celebration be added to the agenda.

Motion by Trustee Kelly, seconded by Trustee Halliday, approved mayoral signature on contracts with Cleveland Brothers for flower planting ($6,498) and fertilization and pesticide application on Village grounds ($4,894.90) for 2017/2018.
Carried – 3 – 0
