Village Board Minutes

November 2, 2016 (23)

A regular meeting of the Village Board was held November 2, 2016 at 6:00 in the Firehouse, 16 Saratoga Avenue.

Mayor Morreale called the meeting to order & led the Pledge of Allegiance.

Roll Call: Trustee Halliday and Trustee Kelly were present.  Trustee Denno and Trustee Enekes were excused.

Motion by Trustee Kelly, seconded by Trustee Halliday, approved minutes of regular meeting October 19, 2016 as typed.
Carried – 3 – 0

SPECIFIC REQUESTS

Jeanne Forkeutis of Morgan Stanley appeared before the Board to discuss investments for the LOSAP program.  Ms. Forkeutis stated the fund is performing relatively well with a YTD 2.82% return, national federal rate of return is 2.80%.  Overall fund performance of the fund 2012 – 2015 has shown a rate of return at 5.13%.  The Board authorized purchase of two new certificates of deposit totaling $20,000.

CORRESPONDENCE

Mayor Morreale informed the Board a local resident was asking about a cardboard recycling dumpster in the downtown area; Mayor Morreale asked Clerk-Treas Colson to research.

PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS ONLY) – none.

DEPARTMENT REPORTS

CLERK/TREASURER – Clerk/Treas Colson was present, report for 11/2/16 read & filed.

Resolution #46 approved, adjustment to water/sewer rolls.

Motion by Trustee Halliday, seconded by Trustee Kelly, approved payment of Abstract #10: Payroll $33,486.23; General $26,840.70; Water $120,847.41; Sewer $9,818.25; Community Development $33,673.90; and Capital Reserves $35,585.08.
Carried – 3 – 0

In Chief Kelley’s absence Clerk/Treas Colson presented information to the Board regarding installation of LED lighting and increasing internet speed at the firehouse.  The Board requested the proposals be part of the next meeting agenda in order to discuss with Chief Kelley.

FIRE DEPARTMENT – Chief Kelley was excused.

DPW/WATER/WWTP – Supt Lozier was present, report for October read & filed.

Supt Lozier requested an executive session to discuss matters relating to an individual’s work history possibly leading to discipline.

Required inspections of the Upper Reservoir and Lower Reservoir Dams have been completed.

BUILDING INSPECTOR – Insp Berg was present, report for 11/2/16 read & filed.

At 7:00 PM the Village Board recessed to open a Public Nuisance Abatement Hearing.

At 7:35 PM the Board reconvened.

Motion by Trustee Kelly, seconded by Trustee Halliday, approved adjournment to executive session as requested by Supt Lozier regarding an individual’s work history which may lead to discipline and a nuisance abatement discussion as requested by Mayor Morreale.
Carried – 3 – 0

At 7:53PM Supt Lozier was excused.

Board reconvened at 8:16PM with no action taken in executive session.

ADJOURNMENT

Motion by Trustee Halliday, seconded by Trustee Kelly, that Board adjourn, 8:17PM.
