Village Board Minutes

July 6, 2016 (6)

A regular meeting of the Village Board was held July 6, 2016 at 6:00 PM in the firehouse, 16 Saratoga Avenue.

Mayor Morreale called the meeting to order and led the Pledge of Allegiance.

Roll Call: Trustee Enekes & Trustee Kelly were present.  Trustee Denno & Trustee Halliday were excused.

Motion by Trustee Enekes, seconded by Trustee Kelly, approved minutes of public hearing and regular meeting June 15, 2016 as typed.
Carried – 3 – 0

SPECIFIC REQUESTS

Jim Martin, LA Group, addressed the Board regarding potential grant opportunities to further the implementation of the Comprehensive Master Plan.

Motion by Trustee Enekes, seconded by Trustee Kelly, authorized mayoral signature on Letter of Intent to apply for Restore NY funding for an eligible project to be determined.
Carried – 3 – 0

CORRESPONDENCE – none.

PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ONLY) – none.

DEPARTMENT REPORTS

CLERK/TREASURER – Clerk/Treas Colson was present, report for 7/6/16 read & filed.

Motion by Trustee Kelly, seconded by Trustee Enekes, approved sale of surplus equipment 1986 CAT diesel generator for $5,100 and 1993 Ford Single Axle Dump Truck for $7,700 through Auctions International.
Carried – 3 – 0

Resolution #10 approved, adjustment to water/sewer rolls.

Motion by Mayor Morreale, seconded by Trustee Kelly, approved payment of abstract #2: Payroll $36,679.60; General $99,960.87; Water $5,457.89; Sewer $14,065.05; and Community Development $16,100.00.
Carried – 3 – 0

Resolution #11 approved, budget transfers.

FIRE DEPARTMENT – Chief Kelley was present, report for June 2016 read & filed.

The Fire Department is awaiting an estimate from Hill Electric on replacing the firehouse interior lighting with LED.

Motion by Trustee Kelly, seconded by Trustee Enekes, approved listing surplus Fire Department equipment, 1998 Pro Trac Skid Unit and 1992 Cobia boat with 2-stroke motor, with Auctions International for sale.
Carried – 3- 0

DPW/WATER/WWTP – Supt Lozier was excused.

BUILDING INSPECTOR – Insp Berg was present, report for 7/6/16 read & filed.

OLD BUSINESS – none.

NEW BUSINESS

Atty Buettner will have a draft law banning smoking at the Beach & Pagenstecher Park for the Board by next meeting.

The Board discussed banning fireworks from Village-owned property, such as the beach and parks.  Atty Buettner will draft a local law for their review.

Resolution #12 approved, authorize mayoral signature on purchase agreement up to $100,000 for a portion of tax map #60.78-1-6.11 and authorized payment of purchase price.
