Village Board Minutes

November 16, 2015 (27)

A regular meeting of the Village Board was held November 16, 2015 at 6:00 PM in the firehouse, 16 Saratoga Ave.

Mayor Morreale called the meeting to order & led the Pledge of Allegiance.

Roll Call:  Trustee Enekes and Trustee Saunders were present.  Trustee Denno & Trustee Halliday were excused.

Motion by Trustee Saunders, seconded by Trustee Enekes, approved minutes of regular meeting November 2, 2015 as typed.
Carried – 3 – 0

CORRESPONDENCE

Saratoga County will hold a Vietnam War commemoration at 7PM, November 21 at the Saratoga City Center.

PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS ONLY) – none.

DEPARTMENT REPORTS

CLERK/TREASURER – Clerk/Treas Colson was present, report for 11/16/15 read & filed.

Resolution #56 approved, adjustment to water/sewer rolls.

Motion by Trustee Enekes, seconded by Trustee Saunders, approved payment of abstract #11: Payroll $29,786.10; General $73,396.54; Water $13,859.04; Sewer $17,683.68; and Capital Reserve $1,105.00.
Carried – 3 – 0

WWTP Operator Trainee Broekhuizen has passed his test to be a fully certified Waste Water Treatment Plant Operator.  The Board asked Clerk/Treas Colson to prepare a letter of congratulations.

FIRE DEPARTMENT – Chief Kelley was present.

DPW/WATER/WWTP – Supt Lozier was excused.

BUILDING INSPECTOR – Insp Berg was present, report for 11/16/15 read & filed.

OLD BUSINESS

The Board tabled discussion of LOSAP changes until Atty Buettner clarifies time frame requirements.

The Board discussed a possible pay rate for the cleaning of the firehouse and asked Chief Kelley to compile a list of duties for the position.

NEW BUSINESS

The Board evaluated three quotes for appraisal of a portion of the IP property: Steve Clark $5,800; JF O’Neill $3,600; and Upstate Appraisal for $2,100.

Motion by Mayor Morreale, seconded by Trustee Enekes, approved mayoral signature on a proposal from Upstate Appraisal to provide an appraisal of a portion of the IP property for $2,100.
Carried – 3 – 0

Motion by Trustee Enekes, seconded by Trustee Saunders, approved mayoral signature on grant agreement with Saratoga County Trails for $12,500 with a match required from the Village.
Carried – 3 – 0

Motion by Trustee Saunders, seconded by Trustee Enekes, approved LOSAP disability payment to Brent Rowland per recommendation by Penflex.
Carried - 3 – 0

PUBLIC COMMENTS, QUESTIONS & CONCERNS

Mr. McKelligot, Oak Street, asked if the Village planned on installing water meters in the Town users homes as well as Village users as part of the infrastructure project.  Mayor Morreale stated water meters would either be in each home or there would be a meter into each water district in the Town.  Mr. McKelligot also asked about the meetings with downtown fire property owners.  Mayor Morreale stated he has spoken to each owner, either in person or on the phone, and they all expressed interest in working together toward development.
