Village Board Minutes

November 19, 2014 (23)

A regular meeting of the Village Board was held November 19, 2014 at 6:00 PM in the firehouse, 16 Saratoga Ave.

Mayor Morreale called the meeting to order and led the Pledge of Allegiance.

Roll Call: Trustee Denno & Trustee Enekes were present.  Trustee Halliday & Trustee Saunders were excused.

Motion by Trustee Enekes, seconded by Trustee Denno, approved minutes of regular meeting November 5, 2014 as typed.
Carried – 3 – 0

SPECIFIC REQUESTS

Ed Vopelak, CT Male, addressed the Board regarding the water filtration plant.  Mr. Vopelak stated the difficulties bringing the plant online are mainly instrumentation issues & should all be corrected in the next few weeks.

PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS) – none.

DEPARTMENT REPORTS

CLERK/TREASURER – Clerk/Treas Colson was present, report for 11/19/14 read & filed.

Resolution #51 approved, adjustments to water/sewer roll.

Motion by Trustee Denno, seconded by Trustee Enekes, approved payment of abstract #11: Payroll $31,011.27; General $124,988.60; Water $13,385.94; Sewer $18,111.63; Capital Reserve $452,280.37; and Community Development $37,716.10.
Carried – 3 – 0

Resolution #52 approved, budget transfers.

The Board instructed Clerk/Treas Colson to look into listing 260 Main St with a local realtor.

FIRE DEPARTMENT – Chief Kelley was excused.

DPW/WATER/WWTP – Supt Lozier was present, report for October read & filed.

The construction on Walnut St is substantially completed; Supt Lozier was very pleased with Kubricky’s work.

Supt Lozier & Rich Denno have been trained on annual dam inspection for the reservoir property.

BUILDING INSPECTOR – Insp Berg was present, report for 11/19/14 read & filed.

Insp Berg is working with the bank that owns 211 Mill St to remediate the problems that led to the Nuisance declaration and will coordinate remediation with Atty Buettner.

OLD BUSINESS

The Board discussed and approved adding a fifth tree to the downtown streetscape plan.

NEW BUSINESS

 

Resolution #53 approved, change order #4 for water filtration plant, increase of $3,124 for Bunkoff.

Motion by Trustee Enekes, seconded by Trustee Denno, approved mayoral attendance at Adirondack Association of Towns & Villages seminar Dec 8, 2014, $20 registration fee.
Carried – 3 – 0

PUBLIC COMMENTS, QUESTIONS & CONCERNS – none.

BOARD COMMENTS, QUESTIONS & CONCERNS

Trustee Denno stated the Comprehensive Master Plan revision was almost completed and asked Board permission for Atty Buettner to review.

Motion by Mayor Morreale, seconded by Trustee Enekes, approved attorney review of Comprehensive Master Plan at a cost not to exceed $2,500.
Carried – 3 – 0

Motion by Trustee Enekes, seconded by Trustee Denno, that Board adjourn, 6:34 PM.
