Village Board Minutes

October 17, 2012 (28)

A public hearing and regular meeting of the Village Board were held October 17, 2012 at 6:00 PM in the firehouse, 16 Saratoga Ave.

Mayor Morreale called the meeting to order and led the Pledge of Allegiance.

Roll Call:  Trustee Denno and Trustee Halliday were present.  Trustee Enekes and Trustee Saunders were excused.

A public hearing having been duly advertised in the Post Star on September 26, 2012 and adjourned from October 3, 2012 was continued on October 17, 2012 at 6:00 PM re: proposed addition of Chapter 133 entitled :Vehicles Off-Road Recreational” limiting the use of ATVs in the Village.

PUBLIC COMMENTS, QUESTIONS & CONCERNS – none.

The Board is still reviewing potential changes to the proposed law and chose to continue deliberation with a full board present.

With no comment from the public, Mayor Morreale adjourned the public hearing to be continued at the next meeting, 6:01 PM.

A regular meeting of the Village Board was held October 17, 2012 at 6:01 PM in the firehouse, 16 Saratoga Ave.

Motion by Trustee Denno, seconded by Trustee Halliday, approved minutes of public hearing and regular meeting, October 3, 2012 as typed.
Carried – 3 – 0

PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS) – none.

DEPARTMENT REPORTS

CLERK/TREASURER – Clerk/Treas Colson was present, report for 10/17/12 read & filed.

Resolution #25 approved, adjustment to water/sewer rolls.

Resolution #26 approved, addition of water connection at 38 West Mountain Road upon payment of $2,000 connection fee.

Motion by Trustee Denno, seconded by Trustee Halliday, approved payment of abstract #9: Payroll $25,098.61; General $98,444.44; Water $4,083.39; Sewer $8,170.66; Community Development $37,204.00; and Capital Reserve $12,913.03.
Carried – 3 – 0

Resolution #27 approved, budget transfer.

FIRE DEPARTMENT – Chief Kelley was present.

New members participated in an extrication drill on Tuesday.

DPW/WATER/WWTP – Supt Lozier was present.

Supt Lozier submitted drawings for proposed school zones and stop signs at White Street to Atty Buettner.

BUILDING INSPECTOR – Insp Jacon was excused, report for 10/17/12 read & filed.

OLD BUSINESS

Atty Buettner is drafting proposed local laws creating school zones and a new three-way stop intersection.

A third draft of the Code Enforcement Complaint Procedures has been submitted for Board review.

Atty Buettner will memo the Board on changes to the NYLE contracts and work with NYLE to amend contracts.

NEW BUSINESS

Mayor Morreale informed the Board the temporary placement of the second afternoon crossing guard at the Main St-Mechanic St- Palmer Ave intersection is helping to alleviate the safety issue and asked that it be a permanent arrangement.  The Board agreed.

Resolution #28 approved, appointment of Jim Murray to ZBA for 5-year term.

Mayor Morreale shared information regarding the Historic Hudson-Hoosic Rivers Partnership, an organization that seeks grant funding for participating communities’ preservation and recreation projects, there is no cost to the participating communities.

Resolution #29 approved, appointment of Mayor Morreale to the Historic Hudson – Hoosic River Partnership on behalf of the Village of Corinth.

Supt Lozier informed the Board of conditions at the River St pump station.  Currently one pump is not functioning at all and the second pump is in danger of failure.  Supt Lozier has arranged to have a temporary bypass pump installed on a rental basis to avoid a complete failure of the system.  Supt Lozier is getting an estimate on the cost to rebuild both pump motors and replace the valves in order to bring the pump station into operating condition; he will keep the Board informed.

BOARD COMMENTS, QUESTIONS & CONCERNS

Trustee Denno requested the Board consider scheduling a special meeting Oct 23 or Nov 1 to meet with LA Group to discuss updating the Comprehensive Master Plan.  The Board members will check their schedules.

Mayor Morreale informed the Board of his recent meeting with Jack Kelley regarding the marketing of the IP property, the Board expressed their willingness to work with any potential buyers.

Mayor Morreale also informed the Board that work on the upper dam is nearly complete and the lower dam remediation has begun.

Motion by Trustee Halliday, seconded by Trustee Denno, that Board adjourn, 6:39 PM.
