Aspecial meeting and two public hearings were held June 28, 2012 at 6:00 PM in the firehouse, 16 Saratoga Ave.

Mayor Morreale called the meeting to order and led the Pledge of Allegiance.

Roll Call: Trustee Denno, Trustee Enekes, and Trustee Saunders were present.  Trustee Halliday was excused.

A public hearing having been duly advertised in the Post Star on June 21, 2012 was held June 28, 2012 at 6:00 PM re: proposed Local Law 1-2012, residency requirements for appointed Village officials.  Mayor Morreale read the advertisement as published and opened the public hearing.

Atty Buettner explained the current NYS law requires appointees of the Village to reside within the Village limits, the proposed law would allow appointees of the Village to reside within the boundaries of Saratoga County.

PUBLIC COMMENTS, QUESTIONS & CONCERNS

Jim Murray stated he is in favor of passing the law.

With no further comments from the public, Mayor Morreale closed the public hearing, 6:05 PM.

A public hearing having been duly advertised in the Post Star on June 15, 2012 was held June 28, 2012 at 6:05 PM re: proposed submission of a 2012 HOME grant application.

Jim Thatcher of Avalon Associates explained the Village’s current HOME program, which has currently rehabilitated approximately 80 homes for lower income homeowners in the Village.  The proposed 2012 HOME grant application would request $400,000 to continue the program in the Village.  The application has an August 10 deadline.  Mr. Thatcher also explained the role of the rehabilitations coordinator, currently Bldg Insp John Jacon, employed by Avalon Associates.

PUBLIC COMMENTS, QUESTIONS & CONCERNS – none.

With no comments from the public, Mayor Morreale closed the public hearing at 6:17 PM.

A regular meeting of the Village Board was held June 28, 2012 at 6:17PM.

DECISION ON PROPOSED LOCAL LAW 1-2012

Resolution #8 approved, enacting Local Law 1-2012 adoption of Chapter 37 “Residency Requirement”.

DECISION ON PROPOSED 2012 HOME GRANT SUBMISSION

Resolution #9 approved,  authorize mayoral signature on 2012 HOME grant submission documents.

NEW BUSINESS

Trustee Enekes outlined plans for the Image Committee’s Independence Day celebration on July 7.  A full schedule of events is listed on the website.  Arrangements for crowd control, sanitation and other necessities will be coordinated by the Village, the fire department and Sheriff’s Department.  Volunteers are still needed for the day of the event.

BOARD COMMENTS, QUESTIONS & CONCERNS

Trustee Saunders hand delivered a letter to the Board from Jim Hopkins, Village resident.  The Board will address the letter at the next meeting.
