Village Board Minutes

April 19, 2012 (62)

A special joint meeting of the Village and Town Boards was held April 19, 2012 at 4:30 PM in the Town Hall, 600 Palmer Ave.

Mayor Morreale and Supervisor Lucia called the meeting to order, Supervisor Lucia led the Pledge of Allegiance.

Roll Call: Trustee Denno, Trustee Halliday and Trustee Saunders were present.  Trustee Enekes was excused.  Councilman Brown, Councilman Byrnes, Councilman Collura and Councilman Halliday were present.
Also Present: Supt Lozier, Planning Board Chair Matt Rogers, Atty Buettner and Clerk-Treasurer Colson.  Town Building Inspector Hickock, Highway Supt Eggleston and Town Clerk Farr.  Dennis Brobston, Jim Angus and Shelby Schneider of Saratoga Economic Development Corporation.

Dennis Brobston gave a presentation to outline SEDC’s history and recap the September 2011 meeting with Waste Connections for the new board members.  SEDC outlined Moncada and Waste Connection’s hopes for the IP property in the Village and Town.  A proposal has been submitted by Waste Connections to IP to purchase the property.  Moncada is interested in occupying the portion of the property in the Village to manufacture solar panels and other alternative energy components.  Waste Connections is interested in operating the landfill portion of the property located in the Town.  Further developments would require modification of Town laws and the covenants placed on the property.

The Town and Village Boards proceeded to discuss possible shared service opportunities including, but not limited to, consolidating zoning and planning laws to use a single Planning Board and a single Zoning Board of Appeals.  The Boards discussed exploring future options of combining departments and holding quarterly joint board meetings.  No decisions were made.

Mr. Rogers spoke of developments with the Scenic Rail Committee and possible plans for a station platform.  Board members discussed scenic rail developments and ideas for enhancing the appeal of a Corinth stop on the train.

Motion by Trustee Denno, seconded by Trustee Halliday, that Board adjourn, 5:50 PM.
