Village Board Minutes

November 2, 2011 (25)

A regular meeting of the Village Board was held November 2, 2011 at 6:00 PM in the Firehouse, 16 Saratoga Ave.

Mayor Winslow called the meeting to order & Clerk/Treas Colson led the Pledge of Allegiance.

Roll Call: Trustee Enekes and Trustee Lescault were present.  Trustee Denno and Trustee Densmore were excused.

Motion by Trustee Lescault, seconded by Trustee Enekes approved minutes of public hearings and regular meeting October 19, 2011 as typed.
Carried – 3 – 0

DEPARTMENT REPORTS

CLERK/TREASURER – Clerk/Treas Colson was present, report for 11/2/11 read & filed.

Resolution #25 approved, adjustments to water/sewer roll.

Motion by Trustee Enekes, seconded by Trustee Lescault approved publication for two weeks in the Pennysaver of notice of no overnight parking on Village Streets.
Carried – 3 – 0

Motion by Trustee Enekes, seconded by Trustee Lescault, approved publication of notice of available positions in the March 20 election in the Pennysaver.
Carried – 3 – 0

Motion by Trustee Lescault, seconded by Trustee Enekes, approved payment of abstract #10: Payroll $28,502.13; General $44,214.58; Water $4,491.72; Sewer $2,715.89; and Community Development $15,452.00.
Carried – 3 – 0

Resolution #26 approved, budget transfers.

FIRE DEPARTMENT – Chief Kelley was excused.

DPW – Supt Emery was present, report for October 2011 read & filed.

WATER/WWTP – Supt Lozier was present, report for October 2011 read & filed.

Hydrant flushing will take place 11/14/11 – 11/17/11.

Trustee Lescault asked if the orthophosphate additive would need to be used in the water system indefinitely.  Supt Lozier stated that once the older water lines are replaced there would be no need to use the additive.

BUILDING DEPARTMENT – Insp Jacon was excused.

ATTORNEY – Atty Buettner was present, report for 11/2/11 read & filed.

No ZBA or Planning Board meetings are scheduled for November.   Atty Bitter has spoken to a developer about a possible planning application for December.

OLD BUSINESS

No update on GWUDI.

Wood Road property markers are posted.  The Board instructed Atty Buettner to send a letter to Mr. Marcotte regarding removing the encroachments on Village property.

NEW BUSINESS – none.

PUBLIC COMMENTS, QUESTIONS & CONCERNS

Jim Murray asked the Board to pass along his compliments to the Fire Department on the excellent haunted house they provided this Halloween.

Bob Hudak asked why the redesign of the filtration plant did not go out for RFP.  Atty Buettner & Mayor Winslow answered that it was not required.

Motion by Trustee Lescault, seconded by Trustee Enekes that Board adjourn 6:12PM.
