Village Board Minutes

July 21, 2010 (8)

A regular meeting of the Village Board was held July 21, 2010 at 5:00 PM in the firehouse, 16 Saratoga Ave.

Mayor Winslow called the meeting to order & Supt Lozier led the Pledge of Allegiance.

Roll Call: Trustee Denno and Trustee Densmore were present; Trustee Enekes and Trustee Lescault were excused.

Motion by Trustee Denno, seconded by Trustee Densmore approved minutes of regular meeting July 7, 2010 as typed.
Carried – 3 – 0

SPECIFIC REQUESTS

Mr. & Mrs. Dingman, 80 Hamilton Ave., appeared before the Board to express their frustration with their neighbors at 76 Hamilton. Since they live in a residential area, they asked about Village code enforcement regarding the constant noise and debris littering their neighbor’s property. Insp Jacon responded that he has sent letters to the property owner, and conditions improve after that for a short time.  Atty Auffredou suggested that he and Insp Jacon  review the Village codes regarding these conditions and then meet with the sheriff  to discuss the situation. The Board agreed with his recommendation. Insp Jacon asked the Dingmans to complete a complaint form that would note the ongoing problems. Mr. & Mrs. Dingman expressed their gratitude for any help the Village could give them.  

DEPARTMENT REPORTS

CLERK/TREASURER -  Clerk/Treas Colson present, report for 7/21/10 read & filed.

Resolution #11 approved, adjustments to water/sewer roll.

Motion by Trustee Densmore, seconded by Trustee Denno approved Abstract #3: Payroll $30,240.79; General $26,585.54; Water $554.06; Sewer $7,315.34; and Community Development $22,500.00
Carried – 3 – 0

FIRE DEPT – Chief Kelley arrived at 5:30 PM.

Chief Kelley reported that the new fire truck should be arriving by July 24.

DPW/WATER/WWTP – Supt Lozier present.

Supt Lozier reported that both poles and the time capsule at 260 Main St would be removed.

Supt Lozier will be meeting with a forester to see if trees on the reservoir property can be logged. Don Rhodes from LaBerge Group has determined that certain trees on the reservoir property need to be cleared. Trustee Densmore expressed her frustration with the lack of progress with the dam project and feels that once the $300,000 grant money cap has been reached, nothing more should be spent on the project.

BUILDING INSPECTOR – Insp Jacon present, report for 7/8 – 7/21/10 read & filed.

Trustee Densmore asked Insp Jacon to send a letter to the owner of 8 Main St regarding the general condition of his property.

ATTORNEY – Atty Auffredou present, report for 7/21/10 read & filed.

The ZBA is scheduled to meet on 7/28/10 and is still awaiting comment from NYSDOT on 4 Saratoga Ave.

The Planning Board is scheduled to meet on 7/22/10.

Atty Auffredou has reviewed a proposed MOU with the Town regarding a temporary emergency shelter at 200 Smith Drive.

OLD BUSINESS

GWUDI – Clerk/Treas Colson reported that Alex Rhodes has received preliminary comments from DOH.

Dissolution/Shared Services – the committee will meet on 7/21/10 at 6:00PM.

NEW BUSINESS

Atty Auffredou reported that he had reviewed the Intermunicipal Agreement for the Hudson River Corridor LWRP grant. He expressed his concern that if something went wrong on the Johnsburg project, the Village of Corinth could be held liable. The Warren County Attorney’s office has prepared a revised contract which spells out that the Village is an active participant on the committee in an advisory capacity only. The Board will review the revised contract for discussion at the next meeting.

Mayor Winslow announced that he has received preliminary notice of receipt of a 2010 HOME grant for $300,000.  He feels that the Village will want to apply for a 2011 grant.

PUBLIC COMMENTS, QUESTIONS & CONCERNS

Bob Hudak asked if there was a clause in the lease for 260 Main regarding a possible Village dissolution. Atty Auffredou answered that there was no such clause; in the event of dissolution, the property would rest with the Town.
Mr. Hudak also thanked Insp Jacon for handling the situation at 209 Ash, and asked who would be responsible for the vacant lot once the trailer is removed. Insp Jacon answered that the property owner has the responsibility to maintain it.

BOARD COMMENTS, QUESTIONS & CONCERNS

Trustee Densmore thanked Supt Lozier and the DPW for their efforts in sprucing up the parks in preparation for the rail trip stopover on July 17. She commented that Supv Lucia took 12 – 14 people on a tour from the depot on a one-hour stopover. Trustee Densmore would like to see an event planned at the depot in the future, and felt that it was  a good start for the train excursion.
