Village Board Minutes

June 16, 2010 (3)

A public hearing and regular meeting of the Village Board were held June 16, 2010 at 6:00 PM in the firehouse, 16 Saratoga Avenue.

Mayor Winslow called the meeting to order & Trustee Lescault led the Pledge of Allegiance.

Roll Call: Trustee Denno, Trustee Densmore, Trustee Enekes, and Trustee Lescault were present.

A public hearing, having been duly advertised in the Post Star on April 26, 2010, was held June 16, 2010 re: Section 8 Housing Choice Voucher Program PHA Plan for 2010.

Mayor Winslow opened the public hearing and read the published notice.  Mayor Winslow introduced Jim Mastrianni from Joseph E. Mastrianni, Inc. who outlined the Section 8 program for the Board and public in attendance.

Mr. Mastrianni explained that HUD requires a five-year plan for the housing assistance program.  The Village program has been in existence since 1977 and currently offers rental assistance to 82 people.  The program’s goal is to increase affordable housing for needy individuals and to work with participants to build self-sufficiency.  68% of recipients are elderly or disabled.  Currently Mastrianni, Inc. is working to reduce fraud and abuse of the system; regular inspections are held and a Program Integrity Coordinator investigates possible abuse.  The Village shares a Family Self Sufficiency Coordinator with the Town of Corinth and Hadley.

PUBLIC COMMENTS, QUESTIONS & CONCERNS – none.

With no comment from the public, Mayor Winslow closed the public hearing at 6:15 PM.

A regular meeting of the Village Board was held June 16, 2010 at 6:15 PM in the firehouse, 16 Saratoga Ave.

Motion by Trustee Denno, seconded by Trustee Enekes approved minutes of regular meeting, June 2, 2010 as typed.
Carried – 4 – 0

Resolution #2 approved, adoption of PHA Plan for 2010 operation of the Section 8 program.

DEPARTMENT REPORTS

CLERK – Clerk/Treas Colson was present, report for 6/16/10 read & filed.

Resolution #3 approved adjustments to water/sewer roll.

Clerk/Treas Colson stated the independent fiscal audit for the year ending May 31, 2009 is on file at the Village Hall and shows no material findings.

Motion by Trustee Denno, seconded by Trustee Lescault approved publication of congratulatory ad to the Corinth class of 2010 in the Chronicle at the cost of $49.

Motion by Trustee Lescault, seconded by Trustee Densmore approved payment of abstract #25: General $12,023.95; Water $3,624.55; Sewer $6,145.95; Community Development $28,920; and Reserves $11,284.94; and abstract # 1: Payroll $30,351.73; General $376,178.77; Water $103.15; and Sewer $2,607.38.

FIRE DEPARTMENT – Chief Kelley was excused.

Trustee Denno stated that Chief Kelley was in Louisiana inspecting the new fire truck as per the contract with the manufacturer.  Trustee Denno also stated the Village DPW, Town of Hadley Highway crew, and Corinth School have all participated in leveling and raking topsoil behind the firehouse and thanked them for their cooperative efforts.

DPW/WATER/WWTP – Supt Lozier was present.

Supt Lozier stated the Village will be conducting a scrap metal drive from July 12 – July 25 in conjunction with Eastside Recycling.  The hours of operation will be 7:00 AM – 3:00 PM.  Monday – Thursday will be staffed by DPW staff, Friday – Sunday will be staffed by Eastside Recycling employees.  Accepted materials will be: copper, aluminum, brass, stainless steel, steel, tin, car batteries, radiators, propane tanks, cars/trucks, electric motors and junk auto tires on rims 16 inches or smaller.  More details about accepted materials will be available on the website.

Supt Lozier discussed preparations for the Independence Day Celebration on July 3.  Supt Lozier suggested a dumpster be placed in the beach parking lot for collection of trash from the vendors.  Clerk/Treas Colson will arrange for a dumpster.

BUILDING INSPECTOR – Insp Jacon was present, report for 6/3/10 – 6/16/10 read & filed.

ATTORNEY – Atty Auffredou was excused, report for 6/16/10 read & filed.

OLD BUSINESS

No update from DOH on GWUDI.

The next Dissolution/Shared Services Committee meeting is scheduled for June 30 at 6:00 PM in the firehouse.

Resolution #4 approved, lump sum payment of $200 to ZBA secretary Lynn Summers for extra work completed and an increase of per meeting rate to $50 per ZBA meeting effective 6/16/10.

Trustee Enekes requested the Clerk/Treas develop job descriptions for the Planning Board and Zoning Board of Appeals Secretarial positions.

NEW BUSINESS

Resolution #5 approved, appointment of Joe Sycuro to Planning Board for five-year term.

PUBLIC COMMENTS, QUESTIONS & CONCERNS

Jim Murray stated recent discussion at a Town Board meeting resulted in Councilman Major questioning how much input the Town has on the fire department contracts and budgets.  Mr. Murray stated Councilmen Brown and Byrnes claim their comments and questions carry no weight with the Village Board.  Trustee Denno stated that the Fire Department has always included Town representatives in budget discussions and have gone so far as to present the budget at Town Board meetings.  Trustee Denno also expressed her concern that the Councilmen would make such statements without addressing the Village Board about their concerns.

Bob Hudak expressed his opinion that the new fire truck was rushed to be purchased because of changing emissions standards which was unnecessary due to his research into other companies that will continue to produce trucks under the old standards.  Mr. Hudak questioned the status of 260 Main Street.  Mayor Winslow stated negotiations are currently being handled by Atty Auffredou and the Board would revisit listing the building with a real estate agent if no progress was made.  Mr. Hudak also offered his opinion that the Dissolution/Shared Services Study was taking too long & CGR was not updating the website in a timely fashion.
