Village Board Minutes

May 20, 2009 (74)

A regular meeting of the Village Board was held May 20, 2009 at 6:00 PM in the firehouse, 16 Saratoga Ave.

Mayor Winslow called the meeting to order and Superintendent Art Lozier led the Pledge of Allegiance.

Roll Call: Trustees Denno, Densmore and Lescault were present; Trustee Enekes was excused.

Motion by Trustee Lescault, seconded by Trustee Denno approved minutes of the public hearings and regular meeting May 6, 2009 as typed.
Carried – 3 - 0

Motion by Trustee Denno, seconded by Trustee Lescault approved adjournment to executive sessions as requested by Mayor Winslow to discuss the litigation of Longton vs.Village of Corinth, CSEA collective bargaining negotiations, and the employment history of a particular person at 6:03 PM.
Carried – 3 – 0

At 6:30 PM the Board reconvened with no action taken in executive session.

Atty Auffredou was excused at 6:30 PM.

SPECIFIC REQUESTS – none

CORRESPONDENCE

Mayor Winslow read a notice from the Friends of R.W. Pitkin Park asking for volunteers to clean up the park on Saturday, June 20 at 11:00 AM.

DEPARTMENT REPORTS

CLERK/TREASURER – Clerk/Treasurer Colson was present, report for 5/20 read & filed.

Clerk/Treas Colson reported that Head Start has requested use of Pagenstecher Park on June 11 from 3-7 PM for their annual picnic. Jim Murray has volunteered his time as park attendant. The Board approved the request. The 4th Grade of Corinth Central School requested use of Pagenstecher Park on June 22 from 11:30 AM – 2:00 PM. Supt Lozier will be sure the bathrooms are available. The Board approved the request.

Clerk/Treas Colson noted that the old police department phone number is being forwarded to the County Sheriff’s Dept at a cost of approximately $30 per month. The Board agreed to discontinue this service.

Motion by Trustee Lescault , seconded by Trustee Denno to publish in the Pennysaver News a notice of the discontinuance of the old police dept number and its replacement with the County Sheriff’s non-emergency number.

Clerk/Treas Colson also reported that the Economic Development Corp. has acknowledged receipt of the Village’s DWSRF application.

Motion by Trustee Lescault, seconded by Trustee Densmore approved payment of Abstract #24: Payroll $27,304.91; General $95,028.76; Water $2,261.31; Sewer $3,717.28; Community Development $51,719.00
Carried – 3 – 0

FIRE DEPT – Chief Kelley was present.

Chief Kelley reported that the chief’s car has been re-lettered at no expense to the Village or Town. A thank you letter to the individuals who donated their time will be published in the Pennysaver.

Chief Kelley reminded everyone of the Memorial Day parade on May 30.

DPW/WATER/WWTP – Supt Lozier was present.

Supt Lozier reported that Pagenstecher Park attendants will be on duty weekends from Memorial Day until school is out, and every day thereafter through Labor Day. He also reported that he has had to replace 2 bathroom doors in the park that have been broken. The Board discussed various ways to deter vandalism, including signage, motion lights, and cameras.

Supt Lozier also noted that goose repellent will be applied on the beach on Monday evenings after the grass is cut.

BUILDING INSPECTOR – Insp Jacon was excused.

ATTORNEY – Atty Auffredou was excused early, report for 5/20 read & filed.

NEW BUSINESS

Resolution #139 approved Mayoral signature on the 2009/2010 tax warrant.

Kendra Schieber, a long-time Village employee, has requested a pay increase. Ms. Schieber has an exemplary service record and has not received an increase in the seven years she has been employed by the Village.

Resolution #140 increased Kendra Schieber’s pay to $11.25 per hour effective immediately.

PUBLIC COMMENTS, QUESTIONS & CONCERNS – none

BOARD COMMENTS, QUESTIONS & CONCERNS

Trustee Denno questioned the status of the RFPs for the LGE Grant. Mayor Winslow will be receiving a sample from Shawn Maguire that he will send to Atty Auffredou for his review. Clerk/Treas Colson will also send a sample from Michael N’dolo on to Atty Auffredou with a copy to Trustee Denno.

Trustee Denno also reported that she and Chief Kelley had completed the FEMA fire assistance grant applications. The amounts to be awarded are $550,000 for the purchase of a fire truck, and approximately $30,000 for fire gear. She also noted that Camoin Associates had performed pro bono work on the applications.
