Village Board Minutes

October 23, 2007 (38)

A special joint meeting of the Village, Town and School Boards was held October 23, 2007, 7:00 PM in the Oak St school cafeteria.

Present: Corinth School Board of Education: President Celia Lockhart, Vice Pres Robert Hernandez, Vice Pres Timothy Halliday, Trustee Michelle Mosca, Trustee Yvette Baudoux, Trustee Meredith Jenkins, Trustee Lisa Kiselica-Rumpf, Student Board Member Tyler Pixley, Superintendent Daniel Starr. Business Administrator Margaret Foote, District Clerk Helen Bardin.
Town Board: Supervisor Richard Lucia, Councilman Charles Brown, Councilman Ed Byrnes, Councilman John Major, Councilman Mitch Saunders, Town Clerk Rose E. Farr.
Village Board: Mayor Winslow, Trustee Denno, Trustee Densmore, Trustee Enekes, Trustee Lescault, Treas Fuller, Clerk Colson.

President Lockhart called the meeting to order & Mayor Winslow led the Pledge of Allegiance.

Dr. Starr described the strategic planning process being undertaken by the school board with the help of APM Associates, experts in strategic planning.  The potential impact of the Luther Forest Industrial Park could mean 10-15 thousand new jobs in the region within the next decade.  Dr. Starr stated the school board wishes to take a proactive role in determining if the facilities of the school will be sufficient and if the courses offered by the school will help prepare students for these potential jobs.  Dr. Starr stated the strategic planning would involve three phases beginning with data collection and analysis; the resulting strategic plan would cover the next 3 – 5 years.  Dr. Starr invited both the Town & Village Boards to share their own future plans.

Supervisor Lucia reported that the Town is forming a Comprehensive Planning Committee and will be sending a survey to residents.  Some plans include updating the current zoning, expanding the Town Hall facility to make it more accessible to the public, updating the highway system & working with the State to move Head Start to a permanent location.

Mayor Winslow stated many aspects of the Village’s Comprehensive Master Plan, completed in 2001, have been implemented.  The Village’s future plans include developing a 5 year plan to address rebuilding the infrastructure, increasing the tax base, and working on intermunicipal agreements and shared services to save tax payers money.  Mayor Winslow spoke about the grants taken advantage of by the Village over the past three years & the future grant opportunities available to the Village.  Mayor Winslow also touched on possible effluent treatment systems for the waste water treatment plant and a possible filtration plant or new wells for the water system.  Other future goals include developing the Hudson River water connection and Scenic Train system as well as reworking the Comprehensive Plan every five years.

Both the Village and Town Boards discussed the necessity of planning for potential development of Luther Forest by rebuilding infrastructures, and making sure businesses and services are available to compliment the growth of Luther Forest.  Supervisor Lucia commented that one of Corinth’s greatest resources is its volunteers.  School Board members also spoke encouraging open communication to assist in growth and prepare Corinth for pending changes.  Jack Kelley, SEDC, offered SEDC’s resources to help with research and planning.  Mayor Winslow thanked Dr. Starr and the School Board for inviting both Boards to attend the meeting.

Motion by Trustee Denno, seconded by Trustee Lescault that board adjourn, 7:55 PM.
Carried – 4 – 0

The School Board then moved on to their regular agenda.
