Village Board Minutes

September 12, 2007 (27)

A special meeting of the Village Board was held September 12, 2007 at 6:30 PM in the Village Hall, 260 Main Street.

Mayor Winslow called the meeting to order.

Roll Call: Trustees Denno, Densmore & Enekes were present.  Trustee Lescault was excused.
Also Present: DPW Supt Art Lozier, Treas Bill Fuller, Clerk Colson & Alexandra Rhodes of CT Male.

NEW BUSINESS

Alexandra Rhodes, of CT Male, briefed the Board on her research into the options open to the Village to comply with our recent designation of GWUDI (Ground Water under Direct Influence of Surface Water) by the Department of Health.  The Village is under no threat of outbreak and our water supply is safe, no emergency situation exists.  Therefore CT Male is putting together a study on the various options available to comply with the determination.  Some of the options currently being explored are:

  1. Find a new source of water.  The Board discussed the possibility of drilling new wells on the same aquifer.  Drilling new wells may cost $100,000 - $200,000.  There is no guarantee that the requirements may change at the Health Dept and new wells may not meet future criteria.
  2. Watershed Management (filtration avoidance).  Ms. Rhodes is researching the possibility of using increased well head protection and land management to meet the Dept of Health standards.  The Board discussed the possibility of installing a box culvert along 600 feet of the stream to control run-off.  Ms. Rhodes also brought up options such as UV disinfection along with chlorine injection as part of the measures taken.
  3. Filtrations plant.  This option would cost approximately $1.2 million and would theoretically solve the problem for good.  If a filtration plant was deemed the necessary option it would most likely be built near the water tanks on West Mountain Road.  Besides the initial cost to build the facility, new employees with the proper types of water permits would also be necessary, resulting in an extensive training cost.

After extensive discussion of the options presented the Board agreed to continue to look into other alternatives and expand the report on filtration avoidance.  Ms. Rhodes will meet with the new Dept of Health representative in Glens Falls to apprise them of our ongoing research and get his opinions & suggestions.

Ms. Rhodes stated that the water model being prepared for the Village is being finalized.  There are currently no indications that future development should be precluded.

Supt Lozier addressed water quality complaints from outside water users with the Board.  Little can be done at this time without digging up water mains which causes an issue with the fact that these homes are located in the Town.  The Board discussed the need to have all outside water users consolidated into Town water districts.  Mayor Winslow suggested having a committee meeting with Town representatives to discuss setting up districts for all outside users.
