Village Board Minutes

A special joint meeting of the Village & Town Boards was held June 25, 2007, 7:30 PM in the Town Hall, 600 Palmer Ave.

Supervisor Lucia called the meeting to order.

Roll Call: Trustee Densmore, Trustee Enekes and Mayor Winslow were present.  Trustees Denno & Lescault were excused.

Also present:            Councilman Charles Brown, Councilman Ed Byrnes, Councilman John Major, Councilman Mitch Saunders and Supervisor Lucia.  Bob Hummel, LDC organizer; Todd Morrow & Sigrid Koch members of the LDC; and Bruce Carr, attorney for the LDC.

Councilman Byrnes welcomed everyone and stated the Corinth Local Development Corporation (LDC) is close to incorporation and distributed handouts describing the characteristics of an LDC.

Bob Hummel informed the Boards that editorial changes to the LDC articles of incorporation and bylaws suggested by the Town & Village attorneys have been made.  The three members that are needed to begin the incorporation process have been selected; once the papers are filed the LDC can file for a tax identification number to open a bank account.  The Village and the Town have each set aside $5,000 for the LDC in their current budgets, after a tax ID number is obtained the money will be transferred to the LDC.  Mr. Hummel pointed out that there is no requirement for the Village and Town to continue to contribute money to the LDC after the initial contribution is made. 

Supervisor Lucia stated that under the current agreement with the LDC one member each from the Town and Village Boards will be members of the LDC; but these members cannot hold office in the LDC.  The Board members mentioned other people who may be interested in serving on the Board of the LDC such as Tom Welch, Chandler Atkins and Dr. Daniel Starr.

A general discussion of what was required of LDC members and what the parameters were for selecting new members followed.  Trustee Densmore suggested after the LDC is incorporated it may be beneficial for them to meet with the Greater Glens Falls and Saratoga LDCs to discuss strategies that have worked for other groups.  Mr. Hummel then outlined the differences between other local LDCs such as Glens Falls LDC funding small businesses that have been rejected by banks and the Saratoga LDC owning Luther Forrest Industrial Park.

Councilman Byrnes stated that the next LDC meeting will be held when Mr. Carr has the paperwork ready for incorporation.

Motion by Supervisor Lucia, seconded by Mayor Winslow that the Boards adjourn at 8:26 PM was carried unanimously.
