Village Board Minutes January 7, 2026 (43) A public hearing and regular meeting of the Village Board were held January 7, 2026 at 6:00 PM in the Firehouse, 16 Saratoga Ave. Mayor Miller called the meeting to order &led the Pledge of Allegiance. Roll Call: Trustee Bedell, Trustee Clark, Trustee Kirchhoff & Trustee Stollery were present. A public hearing as published in The Post Star on December 30, 2025 was held at 6:00 PM to consider amending Chapter 281: Garbage , Refuse & Recycling to replace Section 281-6 “Placement for collection” to incorporate language requiring removal of containers from curbside no later that 11:59 PM the day of pick-up barring exigent circumstances determined by the Board. PUBLIC COMMENTS, QUESTIONS & CONCERNS Michael Buehler, Overlook Dr, stated residents are sometimes unable to remove the containers until the following day. Mayor Miller stated the language was primarily to discourage residents from leaving containers at the curb all week. With no further comment from the public Mayor Miller closed the public hearing at 6:06 PM. Nicole M. seconded by Trustee Bedell, approved minutes of December 3, 2025 regular
meeting and December 17, 2025 regular meeting as typed. SPECIFIC REQUESTS Allison Burke, Barbara MacDonald Dr, showed the Board a sample of the Veteran banners which would be purchased by the sponsoring family for $125. Veterans born and raised in the Town of Corinth would be eligible. Ms. Burke is attempting to raise money to purchase more brackets for the banners. DPW will have discretion on how many banners can be put up on available poles. Ms. Burke hopes to expand the program to first responders in the future. PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS ONLY) – none. DEPARTMENT REPORTS CLERK-TREASURER – Clerk-Treas Colson was present, report for 1/7/2026 read & filed. Motion by Trustee Bedell,
seconded by Trustee Stollery, approved payment of abstract #14 in the amount
of: Payroll $59,144.09 ( #0613-0614); General $82,374.49 ( #0615-0647;
0653-0659; 0661-0663); Water $9,269.40 ( #0648; 0654; 0657; 0659-0663); and
Sewer $20,248.23 ( #0649-0663). Clerk-Treas Colson stated the Village has received $2 million in CDBG funding and $730,750 NYWIIA Clean Water funding for the Heath St and Hill Avenue Project. FIRE DEPARTMENT – Chief Granger was present, report for December 2025 read & filed. Asst Chief Briner shared drone footage from a recent fire on Clothier Rd and explained how the thermal imaging assisted firefighters in extinguishing hot spots in the building. Chief Granger stated one of the Greenfield District fire trucks assisting at the scene was damaged, documentation has been submitted to the Village. Mayor Miller instructed the Chief to refrain from using the drone further until the necessary insurance coverage is obtained. DPW/WATER/WWTP – Supt Lozier was present, report for December 2025 read & filed. Village lead service line notification was certified by the DOH. Supt Lozier stated he is having some difficulty getting vehicles towed when Interstate Towing is short staffed. Atty Buettner will check if the contract is exclusive or if another company can be utilized. The Board discussed recent issues with rock salt billing for the Corinth School District. The new equipment used by the District holds more salt than the previous equipment, billing has been adjusted going forward. Atty Buettner will submit a proposed shared service agreement to the Board to cover the rock salt usage and fuel usage. The Board discussed a recent trespassing incident at the Waste Water Treatment Plant that did result in damage to a truck. Supt Lozier is also gathering information on a locking gate at the DPW garage. BUILDING INSPECTOR – Insp Hepner was present, report for 1/7/2026 read & filed. OLD BUSINESS – none. NEW BUSINESS The Board completed SEQR on proposed Local Law 1 of 2026 and issued a negative declaration. Resolution #41 approved, adoption of Local Law 1 of 2026 amending Chapter 281: Garbage, Refuse & Recycling Section 281-6 – Placement for collection. Resolution #42 approved, the General Election for the Village of Corinth will be held Wednesday, March 18, 2026 with polling taking place at the Village Hall, 244 Main Street from 12:00 PM – 9:00 PM. Resolution #43 approved, acceptance of Paul Williams, Jr. as a mutual aid firefighter. The Board discussed installation of a four-way stop at the Center St/Mechanic St intersection. Due to heavy traffic and instances of people not obeying current stop signs most of the Board was in favor of installing a four-way stop. Trustee Clark stated he was not in favor without a traffic study as he and Atty Buettner recommended in accordance with NYS DOT best practice. Supt Lozier stated the distance between the Center St intersection and the Mechanic St/Main St intersection was too short to support possible traffic back up and requested, if enacted, the stop sign installation wait until the spring when stop bars can also be painted on the roadway. Mayor Miller instructed Atty Buettner to prepare the amended Traffic Control Schedule for adoption at the next meeting. PUBLIC COMMENTS, QUESTIONS & CONCERNS Jim Murray, Center St, requested Code Enforcement check on an unregistered vehicle off Main St & Sherman Ave. Jim Bovee, White St, recommended revising the Code prohibiting parking on Village streets between 11PM and 6AM November 1 – April 1 to prohibit parking November – April any time it hinders snow removal. Jennifer Kietzman, Pine St, asked questions regarding trail registry installation at the Reservoir Property and the possibility of open space conservation grants. Allison Burke, Barbara MacDonald Dr, brought up issues with speeding at the Main St/ Palmer Ave intersection, parking on Main St in front of businesses reducing the roadway and an unkempt patch of property owned by Stewarts at the Main St/River St corner. Jason Petrovitch, Pine St, asked the status of the website update. BOARD COMMENTS, QUESTIONS & CONCERNS Mayor Miller gave annual statistics from the Saratoga County Sheriff’s Department: Sheriff calls for all shifts were up 36% over 2024; Trooper calls were up 49%; traffic infractions were down 9% and warrant arrests were up 126%.. Mayor Miller stated the Board was in the process of reviewing the employee handbook, getting quotes for a gate to be installed at DPW, getting quotes for appraisals fo the former police building and reviewing water billing methods. The mayor requested Clerk-Treas Colson determine the financial impact of not charging overage for the second and third quarter billings. Trustee Bedell commented on the recent fire in the Town with damage to a fire truck that the Village taxpayers will be paying for and reiterated his hope that the Town would be willing to pay their fair share of the protection contract. Trustee Bedell also stated he is gathering information on a shared services grant to possibly work with Lake Luzerne on shared in-house garbage removal services. Trustee Clark stated he is waiting for a call back from NYSERDA regarding a grant for electric vehicle charging stations. Trustee Stollery requested the decibel level of the fire siren be lowered. Chief Granger explained there is no sound level control in the system and redundancies in the alert system are critical in case one notification system is down. ADJOURNMENT Motion by Trustee Bedell,
