Village Board Minutes

December 3, 2025 (37)

A regular meeting of the Village Board was held December3, 2025 at 6:00 PM in the Firehouse, 16 Saratoga Ave.

Mayor Miller called the meeting to order &led the Pledge of Allegiance.

Roll Call: Trustee Clark, Trustee Kirchhoff &Trustee Stollery were present.  Trustee Bedell was excused.

Motion by Trustee Clark, seconded by Trustee Bedell, approved minutes of November 18, 2025 special workshop meeting, and November 19, 2025 public hearing & regular meeting as typed.

SPECIFIC REQUESTS

eCLIPSE Network Solutions representatives addressed the Board regarding the possible installation of video surveillance cameras in multiple Village areas to provide 24/7 coverage. The Boad was informed on proposed areas of installation, data storage, wi-fi usage, maintenance of equipment, and a tentative installation timeframe.

CORRESPONDENCE

Mayor Miller detailed the NYS Homes & Community Renewal letter received, confirming the Village’s Pro-Housing Community Certification status and stated that the Village would be moving forward in the DRI grant process.

PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS ONLY) – none.

DEPARTMENT REPORTS

CLERK-TREASURER – Deputy Clerk-Treas Stautner was present, report for 12/3/2025 read & filed.

Motion by Trustee Kirchhoff, seconded by Trustee Stollery, approved payment of abstract #12 in the amount of: Payroll $44,590.84 (#0532); General $68,495.06(#0533-0557; 0560; 0562-0569 Water $6,604.07 (#0558-0559; 0564-0565; 0568-0570;Sewer $7,053.06 (#0560 -0561; 0562-0566; 0568-0570)

FIRE DEPARTMENT – Chief Granger was present, report for December 2025 read & filed.

DPW/WATER/WWTP – Supt Lozier was present, report for December 2025 read & filed.

Leaf & brush collection has ended as well as street sweeping for the season.

Supt Lozier requested an executive session to discuss matters leading to the potential employment of a certain individual.

Mayor Miller thanked the DPW for recent snow removal efforts and mentioned people accessing the DPW garage property. Supt Lozier will get estimates of the cost of installing a fence with automatic gates for Board consideration.

BUILDING INSPECTOR – Insp Hepner was present, report for 12/3/2025 read & filed.

Mayor Miller commended Insp Hepner on enforcing garbage code throughout the Village.

OLD BUSINESS

The Board discussed using updated Accident & Injury Reporting Forms for all employees and volunteers. Mayor Miller outlined changes and expectations going forward with use of forms.

Resolution #38 approved, adoption of updated Accident & Injury Reporting Forms per Village Policy.

NEW BUSINESS

The Board agreed to adopt the new Vehicle and Traffic Schedule Adoption at the December 17th Board meeting.

Motion by Trustee Stollery, seconded by Trustee Kirchhoff to table hiring of new MEO ay $26.75 per hour until after executive session has been completed.

 PUBLIC COMMENTS, QUESTIONS & CONCERNS

Christine Morreale, Center Street, addressed the Board regarding a garbage memo recently mailed to residents. Ms. Morreale asked for clarification and suggested that the Board consider using different language when directing residents on how to store refuse containers.

Mayor Miller clarified that the intended purpose of the garbage memo was to encourage residents to stop leaving refuse containers curbside on a continual basis.

Mary Ann Morreale, Center Street, asked that the Board remove the term “invisible” be removed from Village Code wording when referring to storage of refuse containers as to avoid confusion amongst Village residents.

Mayor Miller and Attorney Buettner stated that new language could be added to Village Code at a future meeting.

Jim Murray, Center Street, agreed with not using the term “invisible” when referring to storage of refuse containers as it would be hard for certain residents.

Jason Petrovich, Pine Street, asked what progress had been made with installing a 4-way intersection at Center and Mechanic Street.

Trustee Clark stated that he was able to obtain and review data from the past 5-6 years from Saratoga County on the location and found that statistically, only around 1 vehicle accident occurs at the location per year on average. Trustee Clark stated that this may not justify the installation of a 4-way stop at the intersection.
Mary Ann Morreale, Center Street, requested that if the Village utilizes cameras in the future, that a camera be placed at the Elementary School entrance on Center Street as she has witnessed individuals using the entrance as an exit.            

Jason Petrovich, Pine Street, asked if cameras the Board was considering installing would have license plate reading technology. Trustee Clark stated that these cameras would not have the ability to do so.

BOARD COMMENTS, QUESTIONS & CONCERNS

Trustee Kirchhoff would like to keep discussing the possibility of installing a 4-way stop at the Center and Mechanic intersection.

Mayor Miller stated that he was working with National Grid to have lighting repaired near the Beach and Library walkway areas. Mayor Miller also outlined the Hometown Christmas activity schedule and parade route.

EXECUTIVE SESSION

Motion by Trustee Stollery, seconded by Trustee Clark, that the Board adjourn to executive session as requested by Supt Lozier above, 7:07 PM. Mayor Miller recused himself.
Carried – 3 – 0

At 7:51 PM the Board reconvened with Mayor Miller. Motion by Trustee Stollery, seconded by Trustee Kirchhoff for the Village Clerk to post one vacant MEO position until December 12, 2025, at the Village Hall, Village of Corinth website and Village of Corinth Facebook page with the hiring of MEO position being tabled until the December 17, 2025 meeting.

Motion by Trustee Kirchhoff, seconded by Trustee Stollery, that board adjourn, 7:54 PM.
