Village Board Minutes November 21, 2018 (25) A regular meeting of the Village Board was held November 21, 2018 at 6:00 PM in the firehouse, 16 Saratoga Ave. Mayor Morreale called the meeting to order & led the Pledge of Allegiance. Roll Call: Trustee Enekes, Trustee Halliday, Trustee Kelly and Trustee Pasquarell were present. Motion by
Trustee Pasquarell, seconded by Trustee Enekes, approved minutes of November 7,
2018 public hearing and regular meeting as typed. CORRESPONDENCE Kendra Schieber, Adirondack Center Stage, thanked the Board for offering to apply for a Saratoga Arts Grant on their behalf. The theatre group has since received non-profit status and will be applying for the grant themselves. Annaliese Stautner, Youth Program Director, submitted her resignation as Director as of November 30, 2018. Ms. Stautner will be supplying a duties description in order to assist with finding a new Director. PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS ONLY) – none. DEPARTMENT REPORTS CLERK-TREASURER – Clerk/Treas Colson was present, report for 11/21/18 read & filed. Motion by
Trustee Halliday, seconded by Trustee Pasquarell, approved payment of abstract
#11: Payroll $32,465.04; General $93,888.90; Water $19,295.45; Sewer
$22,826.34; Community Development $500.00; and Capital Reserves $3,000.00. Clerk/Treas Colson informed the Board the FYE 2018 audit has been filed, they will receive electronic copies. Liquor license application notice was received from Village Café & Tavern, 429 Palmer Avenue. FIRE DEPARTMENT – Chief Kelley was excused. DPW/WATER/WWTP – Supt Lozier was excused. BUILDING INSPECTOR – Insp Hepner was present, report for 11/21/18 read & filed. “Do Not Occupy” notice was removed from 42 Hamilton Ave. OLD BUSINESS – none. NEW BUSINESS The Board discussed options for Volunteer Firefighter Cancer coverage which is required by NYS law in 2019. The Board opted for coverage with no limitations in types of cancer covered. Trustee Pasquarell recused himself from the discussion & vote due to his status as active firefighter and former interior firefighter; he will be eligible for the coverage. Mayor Morreale is not eligible for coverage and did vote on the motion. Motion by
Trustee Halliday, seconded by Trustee Enekes, approved Hartford/Option coverage
for volunteer firefighters at a cost of $199 per eligible firefighter. Motion by
Trustee Pasquarell, seconded by Trustee Enekes, approved publication of notice
of public hearing to be held December 19, 2018 at 6PM in the Firehouse, to take
comment on a proposed cable franchise agreement with Time Warner. Motion by
Trustee Kelly, seconded by Trustee Halliday, approved Change Order #1 for
Master Water Meter Installation with TKC to decrease contract by $40 for a
total contract price of $692,382. PUBLIC COMMENTS, QUESTIONS & CONCERNS Kate Halliday, Main St, encouraged the welcoming of Pastor Jason Proctor of the Methodist Church and requested the Village Board offer a supporting proclamation for the “glitter run” next year. BOARD COMMENTS, QUESTIONS & CONCERNS Trustee Kelly reminded everyone of the Town’s Comprehensive Master Plan update and survey. Trustee Kelly also spoke of attending the Hudson River talk at the Corinth Library and will be sharing discussion points from Stephen Cernek. There are two bills before the Legislature regarding speed display signs in school zones; Trustee Kelly is exploring possible grants. Mayor Morreale and the Board expressed appreciation for the Village staff and wished everyone a Happy Thanksgiving. ADJOURNMENT Motion by
