Village Board Minutes

August 20, 2014 (12)

A regular meeting of the Village Board was held August 20, 2014 at 6:00 PM in the firehouse, 16 Saratoga Avenue.

Mayor Morreale called the meeting to order and led the Pledge of Allegiance.

Roll Call:  Trustee Denno, Trustee Halliday and Trustee Saunders were present.  Trustee Enekes was excused.

Motion by Trustee Saunders, seconded by Trustee Denno, approved minutes of regular meeting August 6, 2014 as typed.
Carried – 3 – 0

CORRESPONDENCE

Sheriff’s report for July is on file.

PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS) – none.

DEPARTMENT REPORTS

CLERK/TREASURER – Clerk/Treas Colson was present, report for 8/20/14 read & filed.

Motion by Trustee Denno, seconded by Trustee Halliday, approved payment of abstract #5: Payroll $31,845.62; General $111,114.30; Water $5,395.47; Sewer $10,101.22; Capital Reserve $569,137.09; and Community Development $34,887.50.
Carried – 3 – 0

Motion by Trustee Saunders, seconded by Trustee Halliday, approved cancellation of the September 17, 2014 board meeting and authorized payment of the bills for that week upon review by the audit committee.
Carried – 4 – 0

FIRE DEPARTMENT – Chief Kelley was present.

Estimates to repair the damaged fire truck are around $15,000.  The Board tabled further discussion of the possible repairs.

The Fire Department is hosting a carnival at the firehouse August 21 – 23.  There will be rides, games and food.

Chief Kelley reminded the Board that there will be a mass casualty drill August 23 at the Sacandaga Boat Launch.

DPW/WATER/WWTP – Supt Lozier was excused.

BUILDING INSPECTOR – Insp Berg was present, report for 8/20/14 read & filed.

The Planning Board will be conducting a public hearing for Soul Sister’s Eatery/Bakery on Thursday 8/21.

Insp Berg will be attending the Town Planning Board meeting in order to discuss the USLE installation of solar panels at the DPW garage.

Insp Berg discussed proceeding against 211 Mill Street and 25 Liberty Street for unremediated code violations.

Resolution #23, authorizing the commencement of a hearing pursuant to Chapter 348, Article 11 of the Code of Village of Corinth (“Nuisance Abatement”) with respect to 211 Mill Street, to be held on Wednesday, October 1, 2014, at 7:30 p.m. at the Firehouse, 16 Saratoga Avenue, Corinth.

Resolution #24, authorizing the commencement of a hearing pursuant to Chapter 348, Article 11 of the Code of Village of Corinth (“Nuisance Abatement”) with respect to 25 Liberty Street, to be held on Wednesday, October 1, 2014, at 5:00 p.m. at the Firehouse, 16 Saratoga Avenue, Corinth.

NEW BUSINESS

The Board discussed a proposed “Best Value” law which would allow the Board to evaluate bids based on other relevant criteria rather than solely accepting low bid.

Motion by Trustee Denno, seconded by Trustee Halliday, authorized publication of notice of public hearing regarding Local Law #2 “Best Value” to be held Wednesday, September 3, 2014 at 6:00 PM in the firehouse, 16 Saratoga Avenue.
Carried – 3 – 0

Resolution #25, hiring of Alice Lissow as temporary Account Clerk, Sept 15-19, $12.71 per hour.

Resolution #26, accept resignation of Eugene Joubert from position of Substitute Crossing Guard.

 

Motion by Trustee Saunders, seconded by Trustee Denno, approved publication of advertisement soliciting applications for Substitute Crossing Guards.
Carried – 3 – 0

PUBLIC COMMENTS, QUESTIONS & CONCERNS

Marcia Marcotte and Sandra Nichols, residents of Dusty Road addressed the Board regarding the water line on Dusty Road.  Ms. Nichols questioned why she was required to pay $2,000 for a connection fee to the water system.  Mayor Morreale stated that is the established fee for connection to the water system and that each water user should have an independent connection.
