Village Board Minutes

July 16, 2014 (8)

A regular meeting of the Village Board was held July 16, 2014 at 6:00 PM in the Firehouse, 16 Saratoga Avenue.

Mayor Morreale called the meeting to order and led the pledge of allegiance.

Roll Call:  Trustee Denno, Trustee Enekes, Trustee Halliday, and Trustee Saunders were present.

Motion by Trustee Enekes, seconded by Trustee  Denno,  approved minutes of July 2, 2014 as typed.

SPECIFIC REQUESTS

Chad Kortz, CT Male, briefed the Board on the progress at the filtration plant.  Chad Kortz stated they are in the final stage of finishing the plant.  Things had been held up due to supplier not having right tachometer and problems with sample testing.  Additional valves are needed to regulate system. 

Chad Kortz also addressed Walnut Street construction.  Completing utilities on 3rd through 5th Street, and sewer lines on 2nd and 3rd Street.  Major rain events have slowed some things down.

DEPARTMENT REPORTS

CLERK/TREASURER – Clerk/Treas  Colson was present, report for 7/16/14   read & filed.

Resolution # 17 approved, adjustment to water/sewer rolls.

Motion by Trustee Denno, seconded by  Trustee Enekes ,  approved payment of abstract #3:  Payroll $39,486.50;  General $233,896.33;Water $ 4,491.15;  Sewer $4,276.13;  Capital Reserve $111,133.50;  Community   Development $25,595.00

Resolution # 18 approved, budget transfers.

FIRE DEPARTMENT – Chief Kelley was present.

 Chief Kelley stated The 4th of July celebration was a success.  Mayor requested the Clerk send Image Committee letter of appreciation.    Final inspection for solar project done.  Firehouse is running fine.

DPW/WATER/WWP – Supt Lozier was present, report for June 2014 read & filed.

Supt Lozier stated they worked on Warren Street for the whole month.  Building /Ground  mowing and trimming. Storage tank still waiting for final coat.  Pump 2 failure on Hamilton repaired.  Trickling filter is near completion.

Mayor Morreale complemented WWTP staff on excellent report from DEC.  

BUILDING  INSPECTOR – Insp Berg was present, report for 7/16/14 read & filed.  Insp Berg will be splitting his services starting next Wednesday between the Village Hall and the Town Hall due to the town Building Inspectors temporary absence.  Board discussed  truck on Main Street, asked Nicole to send letter to owner.  Board requested Building Insp  to look into code compliance of signs downtown. 

OLD BUSINESS – none

NEW BUSINESS

Don Rhodes, Laberge Group spoke to the Board regarding GWUDI Phase 3.  We can start to accept bids once they   have permits in place.  Laberge and DPW  are looking at the possibility of running a Slip Line through existing line near Whites True Value.  

Resolution #19 approved, to advertise the Pine Street Reconstruction Project for Public Bidding.  Board asked Don Rhodes to prepare proposal for engineering of Ash, Oak, and Mechanic Streets, for next phase of project.

Matt Rogers Zoning Board presented Board with a proposed law prepared by Atty Buettner to create a zoning overlay district on Heath Street, 5th Street, and Gobel Ave, to allow for mixed usage of Residential ,and some commercial use.  

Village Hall roof and air conditioning system replacement.  Nic Denno, ( Denno Contracting LLC),  had the lowest bid for the roof.  Darrick Baker  (Adirondack Technical Services Inc.) had the lowest bid on the air conditioner. 

Motion by Trustee Halliday, seconded by Trustee Enekes, to have Adirondack Technical Service replace second floor air conditioner at the Village Hall  ($7040).  Trustee Denno abstaining from voting

Motions by Trustee Saunders, seconded by Trustee Enekes, to have Denno Contracting replace the roof at the Village Hall ($6375).  Trustee Denno abstaining from voting.

Resolution #20 The Board of Trustees of the Village of Corinth hereby accepts the resignation for the purpose of retirement of Mark Knapp effective July  31, 2014.

BOARD COMMENTS, QUESTIONS & CONCERNS

Motion by Trustee  Enekes, seconded by Trustee Denno, to provide up to $1500 for Town Fun Day.

Trustee Halliday stated last Wednesday the Reservoir Cmte met to go over recreational  ideas for the Reservoir property.

Trustee Denno stated that EMS had 900 calls, and 720 hrs of training, and the Fire Department had 210

Calls and 10,000 hrs of training.
