Village Board Minutes

May 23, 2008 (96)

A special meeting of the Village Board was held May 23, 2008 at 8:30 AM in the Village Hall, 260 Main St.

Mayor Winslow called the meeting to order.

Roll Call: Trustees Denno, Densmore, Enekes & Lescault were present.
Also Present: Supt Lozier, Treas Fuller, Chief Kelley & Clerk Colson

NEW BUSINESS

Treasurer report for 5/23/08 read & filed.  Treas Fuller stated that for the 2007/2008 fiscal year $87,000 has been taken from the fund balance, this is $300,000 under what was originally projected to be used.  A larger payment from INDEK than previously estimated and an extra sales tax payment contributed to the increased revenues.  Treas Fuller also stated that with the rising fuel costs the 2008/2009 budget may be $10,000 short in budgeted fuel expenses.

Resolution #142 approved budget transfers.

Motion by Trustee Lescault, seconded by Trustee Densmore approved payment of abstract #25: Payroll $28,016.33; General $18,976.15; Water $419.56; Sewer $9,194.14; Community Development $810.00.
Carried – 4 – 0

Busy Bees Preschool requested use of Pagenstecher Park on June 9, 2008 from 10 AM – Noon with the bathrooms available.  The Board approved the request & Supt Lozier will be sure the bathrooms are available.

Motion by Trustee Densmore, seconded by Trustee Denno approved attendance at a Planning Board training session in Hudson Valley at the cost of $30.
Carried – 4 – 0

Resolution #143 approved the 2008/2009 tax warrant.

Rescheduling of the HUD public hearing was tabled for further deliberation.

Resolution #144 approved to hire Bruce Baker as part-time seasonal park attendant at $9.25 an hour.

Resolution #145 approved to hire Dennis Baker as part-time seasonal park attendant at $9.25 an hour.

The Board discussed a proposal submitted by Mike Sawyer of CT Male for consultant work relating to downtown debris removal.  Trustee Denno stated she was appreciative of Mr. Sawyer’s assistance and attendance at previous Board meetings, but preferred to have Mr. Sawyer invoice the Village for his time spent and not sign a contract for future work until the need arises.  The Board concurred.

Motion by Trustee Denno, seconded by Trustee Enekes approved payment of invoice from CT Male for $320 plus mileage for consultation to the Board regarding debris removal.
Carried – 4 – 0

The Board considered proposals from Waste Management and County Waste for recycling collection for  June - August.  Waste Management proposed collecting once a month at $99.50 per hour approximated to be 10 hours per month.  County Waste proposed collecting the first and third Thursday of each month for $2537.50 per month.

Resolution #146 approved contracting with County Waste for recyclable collection twice a month for three months at $2537.50 per month.

Motion by Trustee Denno seconded by Trustee Lescault to publish new recycling schedule in the Pennysaver News for three weeks.

Motion by Trustee Lescault, seconded by Trustee Enekes that Board adjourn, 8:50 AM.
