November 7, 2005 Minutes

 

A special meeting of the Village Board of Trustees was held Nov. 7, 2005, 5:00 PM, in the Village Hall, 260 Main St.

 

Mayor Bradley Winslow called the meeting to order.

 

Present: Trustees Denno, Densmore and Lescault.  Trustee Woods was excused.

 

Also Present: Treas. Fuller, Clerk Estill, Acct. Clerk Colson, Supt. Lozier, Atty. Avigdor, Chief Kelley, and two members of the public: Ingrid Koch and Jim Murray.

 

The in-ground gas/diesel tanks at the DPW building has been cited by EPA inspector Frank Spina for failing to have the proper leak detection system in place to meet code standards.  The Village has been fined $450: $300 for failure to provide adequate release detection methods and $150 for failure to have a corrosion survey done once every three years.  The Village could accrue more fines if the proper systems are not in place within 30 days.  Supt. Lozier has been in contact with Valley Equipment for a quote on a system similar to what the new firehouse has.  Jim Murray offered suggestions of companies that provide similar equipment for Supt. Lozier to contact.  As this is a time sensitive issue, Supt. Lozier will see how many quotes he can gather before the Board holds another special meeting on Thursday Nov. 10th at 5:00 PM.

 

Motion by Trustee Densmore, seconded by Trustee Denno authorized attendance by Bill Kloss and Mark Knapp of waste water training session, $30 per person registration fee, on Dec. 14th in Lake George.            Carried - 3 – 0

 

ADJOURNMENT

 

Motion by Trustee Lescault, seconded by Trustee Denno that Board adjourns to executive session to discuss a personnel matter, 5:30 PM.                                                                                                      Carried - 3 – 0

 

 

At 5:58 PM Board reconvened.

 

Resolution #76 approved, suspension of MEO Richard Shippee without pay for a total of 160 working hours.

 

The Board discussed working relationships and joint projects between the Village DPW and Town Highway Dept. and agreed to negotiate a Memorandum of Understanding regarding future planning.
