Village Board Minutes

February 6, 2019 (36)

A regular meeting of the Village Board was held February 6, 2019 at 6:00 PM in the firehouse, 16 Saratoga Avenue.

Mayor Morreale called the meeting to order and led the Pledge of Allegiance.

Roll Call: Trustee Halliday, Trustee Kelly & Trustee Pasquarell were present.  Trustee Enekes was excused.

Motion by Trustee Pasquarell, seconded by Trustee Kelly, approved minutes of public hearing & regular meeting for January 16, 2019 as typed.
Carried - 3 - 0

CORRESPONDENCE

Dr. Herzlinger, 400 Palmer Ave, wrote the Village with a request for reimbursement of a plumbing bill.  The Village has passed the request on to East National Water as part of the meter installation contract.

DEPARTMENT REPORTS

CLERK-TREASURER - Clerk-Treas Colson was present, report for 2/6/19 read & filed.

Motion by Trustee Pasquarell, seconded by Trustee Kelly, approved payment of abstract #16: Payroll $75,983.60; General $61,161.71; Water $16,277.37; Sewer $9,407.39; Capital Reserve $27,541.36; and Community Development $500.00.
Carried - 3 - 0

Clerk-Treas Colson brought it to the Board's attention that there is an issue with cars leaving the Main St/Palmer Ave Stewarts through the curb cut for the crosswalk.  Supt Lozier will explore potential solutions.

The Board discussed billing for the upcoming March water/sewer billing.  Numerous homes in the Village still do not have meters installed, some because they are not responding to the notices, and some due to difficulties in installation.  Town of Corinth water meters are currently being installed, but not yet completed.

Motion by Trustee Pasquarell, seconded by Trustee Kelly, approved billing Town of Corinth water districts at flat rate usage until such time as meter installation is substantially complete.

Motion by Trustee Halliday, seconded by Trustee Pasquarell, approved billing non-responsive water/sewer accounts with Minimum Value Charges (MVC) plus estimated usage.
Carried - 4- 0

Motion by Trustee Pasquarell, seconded by Trustee Halliday, approved billing water/sewer accounts with meters installed after November 27, 2018 MVC plus usage as read for period end; and billing accounts without meters installed, due to construction delays, at the MVC rate.
Carried - 4 - 0

FIRE DEPARTMENT - Chief Kelley was present, report for January 2019 read & filed.

DPW/WATER/WWTP - Supt Lozier was present, report for January 2019 read & filed.

Trustee Halliday commended Asst Supt Cliff Jensen for his quick response to an icy condition on Main Street recently.  Trustee Pasquarell complimented the DPW on snow removal efficiencies.

BUILDING INSPECTOR - Insp Hepner was present, report for 2/6/19 read & filed.

OLD BUSINESS - none

NEW BUSINESS

Motion by Trustee Kelly, seconded by Trustee Pasquarell, approved publication of bid opening for garbage and recycling collection to be held March 4, 2019 at 2:00 PM in the Village Hall.

Motion by Trustee Kelly, seconded by Trustee Pasquarell, approved publication of public hearing to be held February 20, 2019 at 6:00 PM in the firehouse to discuss Local Law 2-2019  proposed changes to the Vehicle and Traffic law (Chapter 467) to allow the Clerk-Treasurer's designee to redeem payment for towed vehicles.

Motion by Trustee Halliday, seconded by Trustee Pasquarell, approved mayoral signature on proposal from New York Leak Detection to conduct a Village water system leak study for $3,200 and offer Town of Corinth water districts and Hudson Grove water district participation at their own cost.

The Board discussed the 2016 Saratoga County Trails Grant of $8,000 awarded to the Village for improvements to the Reservoir property.  The grant requires a match in funds or in kind services from the Village.  The Board would prefer to have a plan for larger scale improvements at the property when more time and resources can be dedicated.

Motion by Trustee Kelly, seconded by Trustee Halliday, approved Mayor Morreale sending a formal letter relinquishing the Saratoga County Trails Grant of $8,000.

Crossing guard Don Monica has retired for health reasons as of February 1, 2019.

Motion by Trustee Pasquarell, seconded by Trustee Kelly, approved assigning substitute crossing guard Josh Lytle to the position vacated by Don Monica and publication of the need for substitute crossing guards.
Carried - 4- 0

PUBLIC COMMENTS, QUESTIONS & CONCERNS

Josh Lytle, Main St, suggested crossing guards be briefed on basic crossing safety.

BOARD COMMENTS, QUESTIONS & CONCERNS

Trustee Kelly stated she would be at NYCOM Lobbying week and asked trustees to contact her with any issues they felt she should bring up.

Motion by Trustee Halliday, seconded by Trustee Pasquarell, that Board adjourn, 6:39 PM.
